State Bar takes no action on ethics complaint against city attorney

A Jan. 15 letter from the State Bar reveals that authorities have decided not to take any action against City Attorney James F. Penman related to allegations of professional misconduct.

"I finally did get exonerated," Penman said.

The complaint, Penman said, stemmed from the 2005 mayoral campaign when then-Mayor Judith Valles accused Penman of using his post for political purposes. The Sun received an anonymous copy of the complaint in February 2006, days before the runoff election won by Pat Morris.

That copy of the complaint could not be found in files remaining from that campaign.

Penman said the complaint cost the city nearly $14,000.

Valles could not be reached for comment.

A spokesperson for the State Bar said she could not legally comment on the investigation or the letter.

Well....at least this witch hunt has finally been put to bed. I notice none of the rabid Morris supporters have posted.
Jim Penman is a good man doing his best to do a difficult job in a city plagued with incompentent leadership.
It is a shame that Mr. Penman and his family are forced to continually deal with stuff like this.
There are citizens in this city that appreciate the job he is doing - but that's evident since Marianne Milligan isn't the City Attorney.

None of the Morris supporters have posted because they have not only wasted $14,000.00 of the tax payers money on such nonsense, but continue to flush money down the toilet with Milligan's salary. I thought she was leaving the city to greener pastures....Oops, I guess the potential employer must have done a back ground check on her.

How can the city justify paying Wayne Harp on a contract basis AND Marianne Milligan? I thought City Hall was trying to cut costs!?! (After they already had to pay off Glenn Baude) We need more Code Enforcement in the field not in the office! How do they justify a lawyers salary as an officer worker?
It's just like the Mayor's Office - how many aides does Mayor Morris need?
C'mon City Manager, what's the deal?
And don't get me started on that giant waste of taxpayer money called Operation Phoenix.....
