Parks Department to merge with other departments?

Here's a nugget found in a city document related to proposed budget cuts:

"Parks, Recreation and Community Services could be consolidated with the Library, Code Enforcement or other departments. The Parks Division could be maintained, separated or contracted out for increased beautification efforts. The merging of Library and Recreation (Community Services Department) would allow the shifting of satellite branches to the community centers. Determination for executive oversight or exploration of Recreation Services staffing would need to be determined. The elimination of support personnel in any departmental consolidation would also be General Fund savings."

The author of the proposal is not listed in the document. Any thoughts? Recreation and library services may mesh well but I wonder what people think about mixing code enforcement work to a department that's mission is essentially to provide residents with places to relax and have fun.

City officials are currently considering proposals to save money by laying off parks employees responsible for taking care of the city's parks and contracting for the service.

Lay off all city employees and contract out with the same people as 1099 contractors at a lesser cost to city on wages, insurance and retirement!
Those contractors would have to supply their own vehicles and tools and supplies, deal with their own people on wages and strikes and sick days, and personal time off, , keeping their employee's retirement funds intact, and make sure that they all operate under the current California "politically correct" laws and proceedures, paying the income taxes and bonds and liability insurances, health insurance, yet have plenty of money to pay for their attorneys to fight frivilous lawsuits on their performances or defend against frivilous personnell lawsuits, and yet have enough money to give to every charity that puts it's hands out, when the contract is let, sniping the top 10% of their income using guilt and threat of discrimination lawsuits, and don't forget to have insurance for worker's comp.
Then of course ,they must make sure MALDEF, isn't out there watching them, or they must make sure their employees are of legal SS Card possesion etc., etc., etc.,....Did I forget Prevailing wages?
Mangement, hmmm; could lay off most of them too and contract out with them as well.
Police and Fire....hmmmmmmmmmmmm..... That could work as well.
Sad part is, Council would have very few to blame for budget woes, just them selves and their lack of real business accumen, Except for Wendy!
However, Brinker and Kelley and Morris would approve this idea , only if it cost more than it did before the change over (ie Los Padrinos).
