Are gas stations going to go out of business?

This "Rule" requirement is not new. I found the following...
The Enhanced Vapor Recovery Program, approved in March
2000, provides a ten-year phase-in of multiple standards to reduce gasoline vapor emissions from the storage and dispensing of gasoline. Since the first
EVR Phase II system became available in April 2005, service station owners will have four years to meet the deadline. Based on the availability of equipment and information from California’s Air Pollution Control Districts on the EVR construction permits and installations, it is staff’s assessment that a majority of stations will install EVR Phase II by the deadline.
Station owners who have not complied have only themselves to blame now that they are out of time. They put off compliance wishing the requirement would go away and it did not. Now the cows have come home and they are looking to receive assistance.

I saw by your comment, that the reg was approved in March , 2000, and the system came available in 2005.
That is atypical of our environmental laws. they are created before the solution is available and then the rush is on to incorporate said solutions when and if the solution comes available, and as in the paper, some providers , just can't provide the solution in a timely manor and / or the stations , hope the rule goes away.
The amazing part is, that there is only a 3 % improvement for all the huge cost involved.
I for one, have previously stated , the new nozzles are more time consuming on the user's part, and more dificult to use for some.
The stations may have had roughly 8 years notice, but by your own comment, only 3+ years to comply, if and where they could get the required equipment.
By the way, where does the penalty money go? Toward research? Towards AQMD management? General Fund?
Penalties are ussually eaten up by Beauracracies (sp), and have nothing to do with improving the air.
Most of the readers here are too young to appreciate how clean our air really is. California in the 50s and 60s had dirty air. The air you breathe today is almost pure by 50s standards. Considering the increase in populations and vehicles and industry since the 50s; the baby boomers , who smoked like chimneys and breathed that air way back then, would have to agree that the air today is awesome.
Yet the environmentalists, claim it is the dirtiest air ever!
I am for clean air, but California has to come to reason, that only so many busineses, can put up with the crazy extremist laws and regulations, and that this unfreindly atmosphere toward industry is driving business out of California, and yes , since they are moving, they look in all directions and see beyond our U.S.A. borders as inticing as well.
It is not just labor costs sending busineses out of California and the U.S.A.! Government is doing one heck of job on running business out of town.
HOWEVER,Gas stations must remain in place to do business. Other wise, they would just park them selves across the border too.

I concur with your thoughts. However, what is the answer? What do YOU suggest? "We", I say we, the California voters vote into office the individuals than champion these and other issues in our behalf. When "we" do not agree, we still vote and keep them in office. Voter turnout is disgusting when you look at the number of eligible voters vs. the number of actual voters. The classic example that comes to mind is “our” current Speaker of The House, none other than Ms. Nancy Pelosi and her statement of apologizing very publicly for the United States enforcing our immigration laws on the illegal immigrants. She says the laws are wrong and should not be enforced! This lady is third in line to the Presidency and she breaches the oath she took to uphold the laws of the Constitution against all enemies foreign and domestic. Yet she is re-elected by the voters in California?? How can this happen??
If “we” you and I do not like the laws on the books today in dealing with smog, clean air, gas station fuel pumps and nozzles, we must work to fix the problem. We must not just ignore the requirements. We must comply as mandated until they are changed. If changing them means electing individuals who think along the same lines as you and I, then so be it. Get out the vote, but until then, comply with the laws of the land in which “we” live.
Bottom line…there HAS been time for the station owners to comply and they have ignored it playing a game of roulette in hopes of public outcry would negate them from compliance. Sir, YOU, nor I, nor the station owners made the law/requirements but we as citizens are compelled to do as these rules require if they want to do business here. I respect your viewpoint but, until the laws are changed…

I don't see the laws ever going back to the side of logical, due to the attitude of the "great left coast state of Californification".
The liberal , "control your life any way they can" at any cost to you, by creating laws, rules , fees and regulations based on :
-What ifs
-could be's
-might happen but no proof that it will or has
-non competitive class room grading,
-non competitive sports ( every one is a winner :-( )
-touchy feely welfare laws
-no such thing as "Illegal-just Undocumented"
-burdening the business world with mandatory intitlements
-creating fuel additives that were not proven, but costly to use and then taken off the market for it's contaminating affects, then blame the public for using it
-spend and tax till your teeth fall out governing
- crack pots like Pelosi and Reed writing legislation and making statements as you have referred to.
No, not until there is an awakening by the me, me, me types and they begin to think for the needs of the USA and not for themselves and their special self engrandizing interests and groups, will we ever see logic be legislated.
I get these e-mails all day from the conservative side and they are preaching to the choir. SEND THOSE TO THE LIBS! They are the ones who need to be preached at, if they arent already calling you names before they listen to logic.
I will listen to any discussion, unlike libs who dare you to say anything logical, because they are in your face the minute you state a logical point.
I just don't waste my time listening if their argument is repititous,immature, or just plain boring.
