Council votes to keep Billdt
The City Council voted 4-2 tonight to rehire Police Chief Michael Billdt and assistant chief Mitch Kimball as contractors.
By technically retiring, Billdt and Kimball will be able to collect pension benefits from the state while also earning a wage from the city.
Councilmen Dennis Baxter, Tobin Brinker, Chas Kelley and Rikke Van Johnson voted to retain Billdt and Kimball.
Councilwomen Esther Estrada and Wendy McCammack voted against the plan.

What does a retired chief of police and assistant chief do for a city as contractors? How long is this supposed to last? Does this make any sense? Thank goodness for Esther and Wendy, sane voices on this city council.
You must have left out the all important "in" prefix. Wendy and Esther have been a significant part of the problem not the solution for this City. I hope Billdt and Kimball stay and make the POA and Wendy Esther insanity end. Good job Chief! I love the fact that you can outlast the in-sanity and I hope you laugh every night at Wendy, Esther, and the POA. They must be losing sleep, and you can rest easy.
That is just outstanding! Congrats on staying rich guys! Thank you to the City of San Bernardino, the mayor, the awesome city council, and the truely intelligent Mark Wineburg. With the 10% salary cut I, and other city employees, recieved; I have been forced to look for a part time job to supplement my income. Guess what? There are none to be found! At least more of the good 'ol boys will be able to collect more than 100K each on top of an already substancial retirement income. I wonder exactally how far Wineburg and Morris have their noses up the good 'ol boys.... interests. Why is it that Billdt, Kimball, and Curtis are so important that they have to stick around and keep their paws in the canary cage? Oh, thats right... they are doing the work of the truly incompitant, right Teddy? Any way, I just wanted to take the time and congradulate the fat cats on staying plump while the rest of us tighten out belts just a little bit more. I hope that you two are able to sleep well at night knowing that you are stealing from the rest of us. Good ethics boys!
You got it - Bildt and Kimball have no problem taking from others and continuing to fill their pockets. They are sleazy, pathetic, and crooked. They are in it for themselves. They have no ethics and I guarantee you they go to bed at night smiling knowing the havoc they are wreaking on the PD and the city. They feed on this kind of stuff.
And their admin - who I have no respect for anymore - just sit back and wait for the opportunity to kiss their....and do whatever they say. It is sad to see. These used to be good guys who could stand up for themselves but they just sit back and quiver in Bildt and Kimballs shadows.
I too have had to look for a 2nd job while these two sit back smiling and collecting more!
Just remember - the mayor hasn't taken a cut and either has Wineberg. They still take home the same amount every month - while others are struggling.
They are using everyone else and enjoying it every step of the way.
Everyone...it's not just Billdt and Kimball...Lawhead needs to go to! He is destroying what SPBD stands for. Can't you all see? This is just a pissing contest..a pissing contest between Billdt and Lawhead!
Janine, that may be true, but Lawhead isn't being rewarded for making the whole department hate him by getting to "double-dip" more than $300,000 annually from the city. That is what Billdt is doing, and it is outrageous considering how bad the city is financially. But what does Billdt care, he and his millions live in another city anyway.
Shaun - how can you say that Billdt is double-dipping? His retirement comes from the state, not the city. And, the city chose to hire him as a contract employee. Did you not read the article? If they wanted him out, they wouldn't have voted in the affirmative.
Janine is totally on target. Lawhead has managed to make life at the PD beyond miserable. His presence is sickening and there's nothing truthful or genuine about him. There is no longer any spark, any life, or any motivation among the employees. Everyone functions but that's about it.
The term "double dipping" is defined by a public employee collecting a taxpayer funded retirement pension at the same time he/she collects a taxpayer funded salary. Billdt is a classic example.
The state and city both run by the taxpayer dollars you and I contribute. When the state hurts, so does the city.
4 councilmembers and the mayor voted to "rehire" Billdt at a ridiculous salary. 2 council members said no, and cited his "double dipping" as part of the reason.
As for Lawhead, I'm on the fence. He makes mistakes, but the 300 police officers that protect our city overwhelmingly support him. They overwhelmingly do not support Billdt.
Speaking of truthful and genuine, you must not know Billdt, because the guy is the most two-faced, untruthful leader in city government, along with the mayor.

There are many many officers at the department that are tired of Lawhead's immature antics. A perfect example is the behavior he displayed on Monday at the courthouse. He is the President of their union and he acts like that? How embarrassing! You are absolutely right when you say they do not support Billdt. That is correct. However, for you to say that "300 police officers" support Lawhead is flat out wrong! It's just not true.
So what is it you are blasting Lawhead for ; that he did to city attorney at courthouse?????

It is terrible how the city of San Bernardino and the Admin at the PD operate. I have seen many times through the years when " special positions " have been created for former administrators at the SBPD. The positions would never have existed if it wasn't for the current administrator at the time doing a favor for a former colleague, who is also able to collect his PERS retirement. These people are brought in and usually called consultants or contractors. Although you have had to be a member of Admin to do it. They never bring back rank and file Officers, Detectives, or Sergeants. It is the " good ole boy " network at work. Since we just agreed to take a cut, it makes me feel like we have taken the cut to pay Bildt and Kimball's wages as contractors, it makes me sick. The city has also spoken of a plan to hire more Officers once the vacancy level gets to 16. It is one thing to fight for the jobs of the people that you know and that are already part of the Police force, but I don't want to pay for new Cops. Everyone working for the city should feel cheated with what is occurring.
