Up with fees
SB Now needs a tardy note for this post, which should have gone up last week but somehow fell by the wayside.
The City Council voted on May 18 to adopt a resolution calling for many fee increases. The council dropped a proposed fee increase that would have made it more expensive for pet owners to reclaim animals that had been apprehended by Animal Control.
Council members Esther Estrada, Dennis Baxter, Tobin Brinker, Fred Shorett and Rikke Van Johnson voted for the fee increases. Council members Chas Kelley and Wendy McCammack voted no.
Approved fee increases include the following:
- Code Enforcement's administrative fee for weed abatement on vacant lots increased from $110 to $275 and another administrative charge for weed abatement increased from $19.50 to $100.
- Code Enforcement's vehicle tow release fee increases from $215 to $230.
- Development Services is creating a fee for $143 fee for NPDES business inspections. NPDES stands for National Pollutant Discharge Elimination System, and is a federally mandated program intended to reduce water pollution.
- Facilities Management's fee for commercial vehicles parking in a prohibited area increases from $65 to $260. Several other parking fees are increasing by $5 to cover costs related to the state's courthouse construction program.
- The Police Department has a number of new charges, including a $47 fee for the release of photographs on CD and a $20 fee to sign off a traffic citation.
- Police will also charge more for false burglary and robbery alarms. The fees become progressively more expensive with each false alarm.

Now that code is identified as a "cash cow", you will see them out there in your neighborhood, making sure there is something for them to cite you for , and threaten you with fines, fees or what not! They even were having your neighbors volunteer to help them find infractions on their neighbors. THAT REALLY BRINGS A CITY TOGEHTHER!!
Don't mind the black uniform being "police like" and the "Alabama Hiway Patrolman " attitude of "in your face" if you are the least bit questioning their approach and findings.They like the intimidating features and their job position.
I suggest any cite be in writing( same day as the cite was brought to your attention, signed by the "citing Patrolman" ) and any follow up be in writing (at the time of their showing up again, not later and again signed by the same person, unless a new guy shows up with even more diferent ideas and that would require a new set of Cites). No paper trail, no problems.
The city is in a fund raising mode and "code" is a big winner for the city.
I do acknowledge the many infractions out there, but there will be many who are trying, but due to economy or job loss, will run-amuck with "code " soon enough.
Being "complaint driven", and tensions between neighbors, can cause a "harassing complaint" to be issued, and once "Code" is on your premises, they have an open search warrant.
Make your check out to : "City Council Fund Raiser" and leave the amount open , as they will fill it in for you .These new fees are nothing more than greedy guesses at the real costs of processing paper work and performing said duties. Some appear to have "cost of living increases" for the next ten years figured in, so that today, they are excessive, but in say, 2017, they will seem cheap!
Ask McCammack and Kelley why they voted no. They must have seen something they didn't like or that the fees didn't walk, look like or quack like a duck!
And boy don't write a letter like this, as they will re-taliate for sure,unless you have "all your ducks in a row".
The only way to increase revenue is to make San Bernardino an attractive place for businesses to have the desire to invest in it. Code Enforcement is there for the purpose of enforcing the laws and at the same time to correct any eye soring or health hazard problems. However, some officers from Code Enforcement have a different mind set and believe that they themselves are above the same laws they are to enforced and have gone to the point of making alternations to violations. One of these officers is Venus Williams. However, I believe that increasing the fees just increases harrashment from these individuals and makes the neighbors turn against each other. Let's continue making the little efforts of keeping San Bernardino beautiful instead of barking to citizens like Ms. Williams and her co-workers do so.
so i guess my question would be.....where has code enforcement been all these years as the city has turned into more and more of a mess....oh wait....shopping at Target...getting your nails..."did"....clear out all the slackers that havent even preformed their duties to even a substandard level all the past years...and actually clean this town up....why do these wanna be's drive miles to go see one area ...and pass up several others that are just as bad if not worse?...oh i get it...to waste time and drive around in an oversized gas guzzling car...waiting for the next break at Mimis....no wonder this city is so substandard and sub par...the leadership ...or lack there of ,is busy kissing a$$ while the rats eat the cheese....so i guess none of these slack jawed mules never drives down waterman ave...weeds slipping over curbs....maybe a vision test for code enforcement is in order...give these idiots a specific area to cover...and if nothing changes in a specific amount of time replace the slacker with a new employee and repeat as necessary until things start taking shape...wow who would have ever thought it could be so easy and straight forward....
It's almost funny reading these "complaints" about code. Which way do you want it? First it's Code is out there citing people trying to make money. Then it is Code isn't doing enough? Hmmmm weird isn't it. Let's examine this, the ones saying code is just citing people, let me guess you are the citizen that likes saving their trash for there neighbors to smell and look at. Then we have the "code is lazy" person, do you know the process in which it takes to clean your neighbors house? Walking into situations that you have no clue on, the ones that have a whole city of "the complainer above" Its funny we have criminals getting away with shooting little girls because of how the law now protects these "whiners of the law," yet you think Code can just walk up and take peoples things in a minute. I understand the process because I had a piece of crap neighbor that was filthy and before I cried on why it was taking awhile to clean the property, I asked how did the process work. As for Code fees I think it should be higher just for the fact as a human being you should not be a pig. Have some pride man. Its almost pathetic that us, as Americans even need code, just cause people wanna live like crap. All this sounds like Chris Rock, people trying to take credit for what they are supposed to do.....I watch my kid, I haven't been to jail yet,I CLEAN MY HOUSE! So as you people complain either way look at yourself in the mirror and everything you say throw it on yourself. If you don't want CODE to eat lunch a MiMis why were you there? Oh I forgot everyone else is allowed to eat except the people you think shouldn't. If you think the fees are to high then have pride and clean your crap. Look at yourself. Oh and the person that actually wrote the Code Officers name and called her out....I could only wish Code could post pictures of your property on this website. You all sound like the same people that complain about Cops doing there job and bullying people, but want their service "johnny on the spot" when the same people they are bullying are stealing from you. People, code, human beings, please just do what is right and try having some American Pride.

Ha Ha make sure you never need the assistance of "our communist government" like the fire department or Police Department. And no Im not a wanna be I'm in the Armed Forces but hey like you said, I volunteered so you can write this funny stuff. Oh and by the way we work 24/7 for pennies no shifts. Nice blog, I have to agree. It is tiring hearing everyone cry and complain about nothing. Its the tree hugging time out change that America has gone through. Look at how offended people get and all the bullcrap lawsuits. Its sounds like this little argument is cut n dry. If you are dirty and you get a ticket for being a pig then shut up pay our fine and clean up. If you feel like Code Enforcement is not doing their job, then walk your lazy but over to your neighbor and tell him his house looks like crap and tell him to clean it. How hard is this kids? People you all need to be talking about how dui"s make the money for everyone. My lover was accused of a dui. Funny thing is the DMV has their own rules. How can no charges be filed with SBPD and yet the DMV accuse him of a DUI? He is currently in DUI classes cause the dmv said he has to to get a temp lic. Go big...Red, green, Yellow, blue,.... yeah colors of the rainbow.
i think what most folks want to know is this....if we have had effective code enforcement for the past 5 to 10 years...you'd think at this point there would be no outstanding filthy properties...commercial,residential,vacant,etc...the way San Bernardino looks ,you'd think they just embarked on putting together a code enforcement team....just look around...which brings out a valid point with another writer...whats been going on for the last couple years times 2....pretty straight forward....calmer heads shall prevail...

That was my exact point, in that it is called "INCONSISTENCY"!
That is where the incident I am referring to lies. Each time a replacement inspector comes out with diferent interpretation of code: this brings up confrontation, add to that the lack of paper work,over previous approvals, it can get ugly. I have seen that here in the 6th ward and else where, the inconsistency.
Ussually if code is gong to get in your face over compliance with one officer, then the new officer shows up and denies the last approval, you have a real problem.
The impact is anger , threat and fear. Fear brings fight or flight response and things go down hill fast!

"INCONSISTENCY" that's fair enough to say. As in anything else inconsistency is a source of problems with anything. Much like an inspector that might work with you and then another that just gives you the citation. Well thats almost like letter of the law vs. spirit of the law. When it starts to get ugly thats when a supervisor should be called in.
pay attention, if we have had effective code enforcement for the past 5 to 10 years...you'd think at this point there would be no outstanding filthy properties....if code gives citations to every filthy property that doesn't mean property owners are going to clean up. Just as when people get speeding tickets the don't stop speeding forever. When I had questions and asked, there was a good point made....the city cannot go and install a green lawn and then go to ones house and water it everyday and cut it every week. If people choose to get citations and not clean up then the city will continue to look filthy. Maybe us as neighbors need to get together and man up and ask the filthy neighbor if the need help or whats the problem. Its like saying our police dept sucks cause our crime rate is up. Thats not right. Do you think they have not been doing there job for 5 to 10 years? No, idiots are going to continue to want to go against the grain and be different and continue to either be dirty or commit crime.
