Mayor demands new anti-tagging law

Mayor Pat Morris announced Wednesday that he wants city officials to prepare a new law that would hold parents liable if their their minor children are found guilty of graffiti-related crimes.

"The direct cost of property damage from graffiti to businesses and residents in our city is staggering and the indirect cost to our community from the loss of business, goodwill and pride is immeasurable," Morris stated in a written release.

The mayor reports that he asked City Manager Charles McNeely and Police Chief Keith Kilmer to model a new law on a Santa Ana ordinance. Santa Ana's law allows the city to hold the parent or legal guardian of a tagger liable for all fines. If fines are not paid, the city can place liens on the adults' property. . Santa Ana can also make taggers pay restitution.

If graffiti is not the number one complaint of San Bernardino residents, it's near the top of the list. Perhaps its no coincidence that the mayor is announcing a get tough on taggers proposal right before the beginning of campaign season.

Andrew, you hit that nail on the head. Pat Morris has shown that he has not interest in cleaning up the graffiti in this city when he sold his vote to Chas Kelley during the Los Padrinos debacle.

The Mayor and the City Council cost this city over a half a million dollars on graffiti when they booted Los Padrinos and went with the city clean up crew. They think that because the money is not coming from the general fund that they are saving money - no wonder this city is in financial trouble.

Some bloggers have charged that Penman is guilty of political grandstanding....what is this? Morris could have done this at any time during the last four years but decides to do this NOW? What about at the beginning of 2009 when the city launched their new graffiti work detail - that would have made sense. But no, he saved it for his re-election campaign.

Well, too many people are seeing what Pat Morris is and what he stands for. I vote NO!

The lib courts ( Morris, etc) have taken away the ability of a parent to use proper punishment and restrictions on their "rug rats", and enlightened the little darlin's to the protections under the liberal court system frrom a parent being a parent, shaping and forming the little "twigs" so that the tree grows strong and straight. "TOUCH ME AND I WILL CALL CPS"! Ever heard that one before???
So what do you get?
A drug enhanced, no responsiblity to their actions, and hands off punishment for in your face or on your face assaults and vandalism and knowing the courts will keep their little "arses" from parental or authoritative harm when they have done wrong, etc., etc., etc., and now you want to hold the parent responsible??????????????? HHHHHMMMMMMMMMMMMMMMMMMMMMMM?
Hey "NIM WIT"! These little darlin's are out of control, and it is too late for parents to do any thing but "TURN THEM OVER TO YOU" and the liberal courts and support their "arses" for the rest of their life.
You created this mess, handle it. Don't blame mom and dad for your restrictions you put upon them!
Give back the parents rights to raise and punish as necessary and how about doing the same to the educational system; to punish or banish the little monsters when they show no respect for either the parents or school system. Then maye both, can teach the little darlin's how to behave, and respect authority and other peoples properties. THE REST LEFT IN THE CLASS ROOM WILL REALLY THEN LEARN SOMETHING!

I guess that butt-whipping Morris gave Master Jim four years ago cured him of ever wanting to do that again. gmc is your prime example of liberals on the down side, caught doing wrong again. Tossing blame to the 4 corners of the city and trying to sound important. Jim did not get "butt whipped". He had a lot of support, but most of it was to keep him where he is for the good of the community. Trust me, those who didn't vote for their favorite , Jim, was not a vote for morris. This was a true designer vote.

GMC, For your information; Jim is leading and in an honorable way. He is better suited to keep the city leaders in tow than being one, as a target for the likes of you. I wouldn't want him as a mayor, and the pay is better where he is. The position is more honorable as well.

You are a class act and getting into politicking just doesn't fit my concept of James Penman. I am sure it frustrates you to have no vote or debate say on the level you would like, but you still get your point across and the "gmc"s get to look like he did here today.
Jim, we have and will again talk some day, but you are the "favored son" out there, for being the man who patrols our dais.
GMC, I would say , that if Brinker wasn't hailed by daddy's favorite, to show up as he did, and voted with out knowing the debate, just following "Big Daddy"s requirements, I was watching a real "Butt Whipping of Daddy".

Penman won the City Attorney's race and Morris can't handle it....so Pat beat Jim for the Mayoral position. Pat can't handle the Mayors office with out his son, Jimmy Boy, writing his speeches. Don't rule Penman out yet for Mayor. He may have just about enough of this garbage called an administration as everyone else has. And believe me when I tell you that Windy carries her own water every time. She does NOT need Penman in any case except to get affirmation on HER ideas, which in many cases seem to be in agreement with several other council members. Do they carry Penman's water too? I think not. Some of you (Jimmy morris) are just fools and don't get it. WE ARE THE TAXPAYERS. Jimmy, you are NOT if you are a volunteer and live in your father's house. Move into Baca's district and run against him if you guys think you are so above all the rest of us pee-ons...and by the by...the Council has been asking for tougher graffiti laws for 4 years but Pat has always seemed sympathetic to the poor downtrodden kids and their families. To all the Penman AND Morris freaks, if you supported Pat last time like many of us did, you have your chance to say no this time when his bullying goons knock on your door. He is no longer a judge and can't sentence your kids to jail for drugs if you don't put up his campaign sign. I looked at a home on Valencia near the golf course. It is a mansion and it is selling for $389,000. I fell off my chair, but with as many bedrooms as it has, look out for the next sober living home. That would make at least 3 on Valencia. This town is doomed. If we don't get rid of all in city hall who only want to help ALL those who can't help themselves, then the last one out, shut the lights out. Morris's integrity and truthfulness has been absent since his election and before his Mayorship if you ever talked to any cops. He lied about OP Phoenix, he lied about Measure Z, he lied about how he was going to pull a Guiliani on us by fixing the broken windows...He lied about Operation Greenbacks for economic development, he lied about his involvement with the HPC issue and his daughter's business, and he will again lie to you during this next campaign. He has NEVER lied to the voters of this city or misrepresented the truth...unlike Morris. His resignation would be the proper next step to take if he operated with a conscious? Why should he resign if the voters keep re-electing him? Why doesn't Pat resign since he is the one who hushed up the molestations at OP Phoenix and stopped the inquisition. But that too is very questionable. A novel concept/approach, like by Pat, would be for him to give a damn about the taxpayers instead of all the parolees. And instead of how he is using his office to forward his son's political career and his daughter's business. What personal gain does Penman get out of any of this mess except he earns a heck of a lot less than Pat and could earn more as a private lawyer...but unbeknownst to you he and his wife really DO love this city to put their names and reputations on the line to take the crap some of you bloggers dish out. How ignorant. THIS sickens me. Not long before you faldridge will be one of the few taxpayers left to deal with more absentee landlords and parolees in your neighborhood. The cops will quit coming cause the money will all be gone.

The Mayor "Demands" what again? This sitting Mayor should focus on issues of the City and leave his demanding at home. Demands at this stage are too little too late. The people/voters DEMAND an honest clean Mayor race, free of mud and open to details on the facts or accomplishments (or lack of) of the last four years. So many of the decisions that have been made of late have embarrassed this City and cost it plenty too. Another big point is the way the City’s ordinance on nepotism was sidestepped to allow the Mayor to hire his son outside the preview of the City employment process. Now it may appear that he has gone another step by showing his daughter favoritism with her endeavors. Is there no end to what is and has been ongoing? Does the word ethics ever come into play with the Morris family? Do they ever say “what to the voters say or think if I do this or that?” So many questions to be answered, so many issues to be explored, that this election should prove to be quite interesting. Let’s just hope professionalism comes into play early and the mud slinging and demanding and accusing are left elsewhere as the voters are treated to the facts of past performances…good or bad. Let the record speak for itself please.
