Penman proposes urgency ordinance to ban new group homes for parolees

City Attorney James F. Penman is bringing forward a proposal that would new group homes for parolees, probationers and sex offenders.

The proposed urgency ordinance would also ban any new unlicensed residential care facilities for parolees, probationers or sex offenders.

Penman's proposal is up for discussion during Tuesday's City Council meeting. Penman said in news coverage earlier this week that the law had been stalled in a special committee. The committee, created specifically for talks on parolee issues, has not met since August 2008, Penman said.

The city attorney was displeased that Mayor Pat Morris has not convened the committee, thus making it impossible for committee members to report a ban on new parolee housing to the full council.

Morris said earlier this week that Penman does not need the committee's action to bring his proposal before the full council.

And post where you live so we can have a parolee group home placed next door to you. How about it? Penman has been talking about parolee housing for 12 years. Where have you been? Besides your head being dead up someone's tail end?

Penman has been working on this issue for sometime now. He has been persistent about alerting residents and city officials about the problem of too many parolees coming to the city. Even the State Department of Corrections admitted that we were getting more than our fair share of parolees when he first started investigating this issue. I for one am glad that James Penman demonstrates leadership and vision for a safer, cleaner and more economically vibrant San Bernardino.

Once again a MAJOR story seems to have been tempered by the SB SUN concerning the welfare and safety of the residents of San Bernardino. The often hidden or ill reported subject about parolee housing and the pending decisions of the City’s elected leadership goes unreported by the SUN. This subject is scheduled to be discussed Monday Sept 07. Due to the fact that this “hot button issue” is politically charged with both mayoral candidates having different opinions about how it should be handled and managed, I feel the public is being intentionally kept in the dark thus favoring one candidate over the other.

This will afford the readers another slant on what is pending. However what stands out like a sore thumb and goes unreported by the SUN are facts like the following:
“The report cites data from police and state corrections officials showing that between June 2007 and last May, the number of parolees living in San Bernardino grew by 374 to a total of 2,088, to include 111 total sex offenders. That's a 22 percent increase. By contrast, the city's population as a whole increased just two-tenths of a percent from 2007 to 2009, the report notes.” (per the Riverside Press Enterprise dated 05/09/09).
Now if information like this does not cause the voters concern, perhaps the little known fact that many of the existing reported parolees within SB are unaccounted for with failure to register and/or keep in contact with their probation officers. Both of which are required by law. The question must be asked; Is the CA parolee system overstretched? With the AVERAGE number of parolee cases per parolee officer being 70 cases, how effective are the PO’s in doing their appointed tasks of monitoring their charges?
This coupled to the SUN story of 08/30/09 about the issues facing parolees in San Bernardino (to include County) should heighten the citizens concerns about which way the elected will take concerning this explosive issue. Please Ref: http://www.sbsun.com/news/ci_13236878
Opening to flood gates to allow more parolees into the City of SB is tant-amount to throwing gasoline on a fire. I ask the readers to think back during the Presidential elections when now President Obama boasted he will end the Iraqi War and bring our troops home. The time table to do that is fast approaching as Iraq begins to stand on its own. Very soon, our troops will becoming home and I ask to what? Where will these men and women go and what will they do? California unemployment rate is 12%+ and growing. Where will our returning military go for employment as they muster out of the military? If the existing parolees within the City of SB find it hard to find a job now, just wait until “Johnny Comes Marching Home”!
The elected of San Bernardino need to ensure the PAROLEE NO VACANCY sign is posted without obstruction to the officials in Sacramento. We can not afford the baggage that comes with additional parolees. The voters and citizens of SB need to make it abundantly clear to the current elected as well as those running for office in Nov 2009 that SB can not handle any more than what it currently has in terms of parolee/homeless individuals within the City Limits.
If SB is ever going to return to the city it once was, the will or voice of the people (voters and citizens) must be heard loudly and without question to the elected at City Hall. Today some of our elected have become deaf to this voice and November’s election is the first step in correcting the mistakes of the past.

We've had 132 requests for signs in the last 48 hours alone. Most are coming in by telephone and people stopping by the house and Express Printing at the northeast corner of Highland and "D" Streets. A few even came in email to "penmanformayor2009@yahoo.com."

Some people have already put their old signs from the last city attorney's race in their front yards. I'm astounded at the response we've been getting. I've been through a great many elections but I've never seen this kind of momentum. It is very humbling.

I've seen different polls since May of this year and I knew people were dissatisfied with the current administration at City Hall. But I had no idea of the intensity of the desire for real change in the hearts of so many of our citizens.

Hopefully we will be able to do better in our town in the coming year.

I would ask all of my supporters to please go a little easier on my opponent. He is doing what he believes in and the fact that we disagree with much of want he has done and wants to do should not be an excuse to make personal attacks on him. He is trying his best to fix our city's problems. He is a nice man who is just in over his head. I am told that he has commented fo some that he has realized that running a courtroom and supervising one clerk, one court-reporter and a baliff is a far cry from running a city.

I think there are more than enough examples of failed efforts and missed opportunities by the current administration to keep us busy the next eight weeks of this election season without getting into nasty personal attacks on our Mayor.

I've seen the very personal attacks intensify recently in the blogs, the letters to the editor and in comments being made around town.

I know my opponents have always engaged in that kind of activity against me, but let's not validate their methods by engaging in conduct and speech that demonstrates a lowering of our own standards. I have never believed that the ends justify the means. We should not permit those who spread falsehoods and villify their political opponents to become our teachers.

Let's focus on the real changes we need to make to bring our city back from the brink and get San Bernardino moving forward again.
