Campaign finance: 2nd Ward Candidate Jason Desjardins
Jason Desjardin's most recent campaign finance statements contain the following information for the period from Jan. 1 through Sept. 19:
Monetary contributions: $6,225.00
Loans received: $1,200
Expenditures: $2,227.81
Ending cash balance: $5,197.19
Contributors include:
Wilson Towing - $1,000
San Bernardino Professional Firefighters: $5,000
Unidentified creditor - $1,200 loan
Expenditures:
COGS South, campaign signs - $2,227.81
Note: Desjardins' campaign finance disclosures were tardy. The file is stamped Oct. 5, and the information was due Sept. 24. Desjardins also has yet to file his FPPC Form 410 (Statement of Organization Recipient Committee), which is required to be filed within 10 days of securing $1,000 in campaign contributions.
In an interview Friday, Desjardins blamed the delays on his accountant being overburdened with tax filings and said the 410 will be filed shortly.

Desjardins forgot to mention the mailers that Wendy McCammacks' Express printing has printed for him. OOOPPPSSSS!!! Is he going to blame that on his CPA too? Accountability 101.
"Just the facts" doesn't have a clue. Jason's campaign hasn't used Express Printing. Guess Mr. or Mrs. "Facts" should change their blog names. Here are a couple of suggestions: "Totally Clueless" or "Just Hot Air"
If this guy can't follow the rules for this election, you have to wonder how he operates his business. Oh wait there were code violations weren't there? I seem to recall the business was investigated by the SBPD for somewhat shady dealings on cars in his care..... Consider how he also tried to register in Esther's ward suing thebusiness as his address . When that didn't work he found a residence in Baxter's ward to run. He said since he couldn't runagaionst Esther he'd run against Baxter. This guy is all about self interest and by aligning with McCammack and Penman he is hoping it will carry him through to a win and insulate his business. Anyone ever ask why he left the LASD?
I notice that the Baxter bloggers always have disparaging things to say about his opponent, but can't seem to find anything good to say about their man. It's time to reject the old negative politics and vote for a new Councilman!
You are so right, Chris, you would never be caught doing business in our City.
On Baxter’s side of the financial ledger for campaign finance, please note: “Ken and Kim Dutton, Riverside County deputy sheriff - donations of food valued at $4,163.98”. Isn’t it interesting that someone can spend this much on a small in-home fund raiser. Maybe they are looking for a contrived tax deduction – please note Mr. Tax Man. This is the type of insider politics that is destroying our City – you scratch my back and I will scratch your back. As noted above – it is truly a Time for Change.

What are we supposed to say that is good about Jason Desjardins? I've met him, talked with him. Seems like a nice guy but what does he know of the second ward? He came to my door with a known nut. The woman is a pest and if he is aligning with her then I've got nothing more to say about him. I went to one of her meetings and never went back. She took my phone number off of the sign up sheet and called and called and called. She came to my home frequently and would not leave me alone. With what other posters are saying about him registering just to run against the current councilman but not living in the house doesn't sound good. When he showed up on my doorstep he was talking about the lakes and streams project. That has been dead for years. Where is he getting his information? Mr. Jones you need to talk to your candidate.
Oh yeah, where does he think he is going to find the money to pay for the 4th firefighter on these engines? Is the union going to pay for it? It isn't in the budget and he can't promise it. His saying he wants the 4th firefighter and taking money from the union doesn't look good.
Can't find anything good to say about Dennis Baxter? Not likely! Mr. Baxter is an honest, loyal man. He is a concerned and involved councilman. He has helped me work with the police department to get rid of squatters in abandoned houses and with drug dealers in the neighborhood.
I will vote to re-elect Dennis Baxter as the 2nd ward City Councilperson.
Mr. Desjardins is outraising Councilman Baxter--which is another bad sign for the incumbent. 2nd Ward voters are not happy with the status quo and are voting for change.
Baxter was the ONLY councilman to support more housing for parolees and sex offenders. Enough said! Vote for Jason Desjardins.
Baxter has been AWOL for the last four years while 2nd Ward residents suffer from unemployment, crime and a lack of adequate city services.
You, “Cal Said”, are the reason we need those two meeting organizers active again in our Ward. If you were really at any of those truly productive, helpful and meaningful community meetings, you would know that all their meetings were video taped. Maybe they should put the video tapes on U-Tube so everyone can see that you are part of the problem. We do not need divisive people who try to be important by tearing people down with malicious attacks and just plain being negative. Our Ward and City needs people who will re-build our City to be one of the best places to live like it had been in the 1970’s. I say out with the old self serving politics you obviously support and I call for the people of San Bernardino to stand up for change to re-build our City and encourage more people like these two meeting organizers to become active in the re-building of our City. Also, if you were at those meetings, you would know how they brought large numbers of residents together with our different city departments in some of the most constructive meetings I’ve ever attended.

Check public records on these two. Ask Mayor Morris or his staff. Ask Baxter. Heck, ask anyone at City Hall.

I was at that meeting and before Mr. Baxter ever got there the two meeting organizers were telling everyone that Baxter was providing the float and the t-shirts. I had been to meetings previously and Mr. Baxter never promised any of these things. It was the two meeting organizers. Mr. Baxter said that they city was awarding trophies to the best entrants, not the best neighborhood watch group. Mr. Baxter was indignant when these two meeting organizers tried to verbally attack another citizen.
Get your facts straight "Concerned parent". How is your daughter doing these days?

Oh yeah - the "lights in every street, cameras in every alley" paper. This little beauty is another gem from those two same meeting organizers. They were running around with this idea four years ago during election time. They tried to press every candidate to sign it. What the poster here isn't saying it that those same organizers wanted the feed from those cameras going to their own home not to the police department.
Andrew, check this out. It is totally true and a well known fact at city hall. Ask Morris or Baxter. Both were presented with this paper to sign four years ago.

Concerned parent are you talking about the "float" that was a beat up dented red pick up truck with a Barbie's pink play house duct taped to the cab? Oh no you didn't. ah ha ha ha.....ROFLMAO!!!!!! Stuff falling off as you drove by our fly metallic flaked blue steel Hummer spoiling twenties. Yeah we was the hip hop dance troop with the banging notes and off the chain moves. I didn't see "80" kids, more like a handful with the dingy t- shirts and two cotton haired old ladies "driving" your "float". Yeah you all should have gotten an award, For being Wacked!

Do you mean to "two meeting organizers" who moved out in the middle of the night under the cover of darkness? I wonder why that happened. The authorities came looking for them.
Right now it looks like the bank is over here changing the locks on their old house.

I had heard the Urban Legends about these two for years. They seemed like lovely people at first, then things got strange. His stories weren't jiving, her behavior irradict. I was leary. It wasn't until these "Organizers" wanted the camera feeds sent to their house so "they" could monitor them that I made up my mind about them. The SBPD officer at the meeting told them the city would not do that. Who would demand the city camera feeds be sent to their house? That is just ought there. Like cucoo for coco puffs crazy. I didn't return for anymore meetings.
Then I saw that the lady had joined citizen's patrol and wore that uniform everywhere I might add. I'd be at the barbers and here she'd come in that get up. I'd be pumping gas and here she'd come sporting her badge. I'd be driving down the road, and there she'd go with her notepad. It got so bad people started saying Trick or Treat when they saw her coming in that uniform. Yes, she had the Sam Brown belt, flashlight, whistle and the "Dress Blues Hat". Ironically she got kicked out after just a few weeks by Captain Hansen. We all joked and said it was because the PD could not afford to keep up with her uniform allowance because she had worn it out wearing it so much, but really he had legitimate issues with her, something about "annoying phone calls."
If these two are helping Mr Desjardins whom I think is a credible candidate from what I have seen so far. Then he needs to run until he gets far far away from these two. His creadability is at risk. Isn't Mr Jones advising Mr. Desjardin regarding these organizers? For God sakes, even an old man like me can search public records and figure out they are underhanded. Weren't they the same ones that tried to steal that old ladies house, the entire Ward 2 was posted with flyers from the police dept and DA's office asking for information about the case.
Run Jason Run.
OK!
Let's all agree, "The 2 From 2" (and, thankfully now gone!) are/were "an unfortunate series of events - and then some)...
The topic here's Jason and his campaign's financial statement.
So, the mailer didn't make it onto this one, eh?
That was an astute observation several entries above.
I noticed Jim & Jason's paid political advisor, Chris Jones, blogging after that was called to everyone's attention.
The thing is this: Chris didn't say WHY the mailer's expense is absent from this filing.
Chris?
Why is the mailer's expense absent from this filing?
Chris?
Who printed and mailed the mailers for Jason?
Chris?
How much did the mailers and postage cost?
On to Dennis Baxter, our beloved native son done good and actively serving for many years now with:
his NCA, (R.I.P. Freddie Spellacy)
Friends of Roosevelt Bowl
San Bernardino Certified Farmer's Market Night
4th of July Parade Committee
and more...
Dennis brings a quiet dignity to the dais as he represents the ward people associate with "ghetto" - 100% of the time, ironically, it's the "hoity-toity" ward's representative causing shame to her constituents, not ours. I am thankful beyond measure to Dennis for that!
Dennis is an award-winning communicator. This is fact. Dennis left San Bernardino to work on radio in our state's capitol and returned with high accolades for his abilities. These communication skills allow Dennis to listen _effectively_ , grasp the content/the substance/the meaning and move on -
Dennis does not need to waste our limited tax payer monies beating a dead horse over & over & over to the point they don't even remember what motion is before them, like clowns!
Dennis arrives prepared for work as the manager of our local radio station daily. Reading the background information is key to on-air performance "fluidity" and 2nd nature to Dennis - he makes it look easy - but, just try pulling it off! I appreciate Dennis for arriving at council meetings with the background work done, ready to proceed to debate and voting. Efficient!
Dennis speaks when there is something to be clarified, corrected, or enhanced. Dennis doesn't speak to be sure everyone sees him talking on TV. I appreciate that because, like Dennis, I have an awareness of the money pouring out with every click of the second hand while that council meeting airs.
All in all, there's no reason to cast aside Dennis with his years of experience and beneficial skill sets for the position - not to mention all the time, energies and efforts he invests in Ward 2.
The Johnny come lately Jason fellow's barking up the wrong tree here, like he was in Ward 1 - Maybe next time he'll throw his hat in the ring for Ward 5 - he seems to favor the odd numbers - and odd balls, too!
;-)
Vote for Ward 2 to be represented by a true Ward 2 resident homeowner, not one of Jim Penman's newest recruits into his Muppet Show. Please. And, thank you.
Peace.
P.S. The 18th St corridor could be so productive, if only... sigh... Here, this expresses it best,
http://www.youtube.com/watch?v=I-NRriHlLUk
have a listen, please.
and, give peace a chance :-)
you CAN do it, if you try :-)
You're lovely people in a lovely section of our ward - let that loveliness extend to your interpersonal relationships among yourselves, too. Please. :-)
Dennis Baxter is the Peoples Councilman.
The 18th Street corridor will be very productive and peacful after November 9th, their house is being auctioned off. The Desjardins and Penman signs only showed up when those two stopped by to play. They can't even vote here. Everyone else in our entire side of the ward support Councilman Baxter and Mayor Morris!!!
"Dennis Baxter is the Peoples Councilman"??? It is a shame that people have such short memories! I guess this doesn't count the poor woman He abused in his home?
Mr. Baxter was almost arrested in July for Domestic Violence. He was DRUNK as usual and phsically abused a woman who was living with him. He cannot be trusted around women. He gets violent when drunk and he's super creepy to any woman he thinks is single. I was told first hand of his predatory behavior from one of my neighbors who met him at a house party. He wouldn't leave her alone. He touts his council position and uses it as a tool to gain favor with women who don't know he is really an alcoholic abuser of women.
One cannot see how any self-respecting woman would give this creep the time of day, much less vote for him. Don't be fooled by his "Radio Voice" and false persona!
Another thing, how weird is it to get a computer generated 'Birthday Card' from Morris saying, "Councilman Baxter told me it's your birthday..." What an invasion of privacy! How loathsome, even if it is just an election year gimick.
I would have thought the $2500 Baxter paid Longville (his friend and neighbor, as he stated) would've bought a little more than a couple of low budget signs and some bad advice. I guess this is what happens when you don't keep your word and you can't get any endorsements? A washed up "Special Interest" polititian (Longville)with a long list of corruption allegations himself may be all Baxter could afford.
The real questions are, how much improvement have we seen here in the 2nd ward with the past 12 years of the Lien-Longville/Baxter representation (or lack thereof), and why did Susan Longville tap the local drunk to run in her place? The only thing that comes to mind is that she doesn't want Code Enforcement to cite her home for the dead tree, brown lawn and flaking paint. Baxter has the same violations or worse on his own property. This whole thing has a stench coming from East of Waterman.
Hey, you phony Gary Moore, or it is really Chris Jones impersonating me, you have stooped down to the bottom of the gutter once again to drag-up all of your slanderous statements about Baxter and the Longvilles. Drunk, the only one who is drunk must be you given these over-the-top barbs. Anyone who knows Dennis, knows what has been said is as far from the truth as it can be. If a couple of carpetbaggers like Chris Jones and Jason Desjardins can get elected by spewing this kind of garbage, then the 2nd Ward voters will get what they deserve.
At least Jason FINALLY mowed the lawn at his empty house on Campus Way. He even put his sign up in the yard. How homey! Maybe he stores his extra signs in the empty house!
Let's try this, AGAIN. Jason's accepted Penman's offer of hiring Chris, so, come on Chris- answers, please.

Let’s cut to the chase with all this junk blog. Baxter has not done anything for the 2nd Ward. All he has done is to have his alcoholic mug (face) pop-up now and then at different events and attend those City Council Meeting to make sure he gets his vote in for what Mayor Morris wants. Any good things that may have happened in the 2nd Ward were just circumstantial to what Mayor Morris was doing. Operation Phoenix just happens to start in the 2nd Ward; and, any benefits that resulted would have resulted without even having a 2nd Ward Councilman. In fact, the 2nd Ward could have had more if they did not even have a Councilman. And now after meeting Jason, there is real opportunity to make the 2nd Ward a better place. Jason is new and fresh and will be an asset to whoever becomes Mayor. In fact all three Mayoral Candidates should be supporting Jason as one who can help them as he helps make the 2nd Ward a better place.
2nd ward isn't Malibu - apparently Jason failed to take a look around and realize that before flopping into a rental on the Campus Way culdesac by 215 and stating his first act will be to commandeer a patrol unit for a ride along - and cart a code enforcement officer with him as he spends each weekend being escorted through the ward, having his personal secretary/code enforcement officer make citations as they go.
Dennis just hops in his car and drives the streets he knows so well, noting street lights out, etc - and calling the needs in to the proper departments for action.
Then again, Dennis is a bonafide 2nd ward resident homeowner and knows the ward and the history of each enclave here like the back of his hand.
Jason will need to grab the Thomas Guide out of his tow truck to get a sense of where we're talking about - and will have zero awareness of our ward's history (good and bad), no wonder he wants to be driven around every weekend - he doesn't know his way around the ward, yet.
At least let Jason set up his rental by Campus Way and the 215 first - I hear he's cut the grass this week for the first time since moving in - that's a start!
Let Jason become one of us, know our ward, our concerns, our city's capabilities - and financial shortfalls - before tossing him into the running for office - as things stand carpetbagging Penman lackey Jason hasn't got a clue, or a hope.
Oh, and by the way Jason, your shiny new mailer came out in yesterday's mail over here - How many times must you be told, the zip code where you rented the house is NOT 92408 -
No attention to detail.
No awareness of reality.
No investment in the ward.
No independence from Wendy & Penman.
It's 3 strikes in your out in tonight's ballgame, but I gave you an extra, since you're new and all.
Save your rent money - use it to repair the rundown hulk you leveraged everything to buy (so you say) - it's one of San Bernardino's worst eyesores!
There's nothing about the Desjardins candidacy to be proud of at all.
Better luck in Ward 3 maybe? You do have a predeliction for carpetbagging in our city's wards in numerical order after all - first ward 1, now, ward 2... next? Ward 3, or is it back to Malibu for you?
Let's try this, AGAIN. Jason's accepted Penman's offer of hiring Chris, so, come on Chris- answers, please.

Chris Jones is the "slick" political consultant used by Joe Arnett and Jason Desjardins. He has been used in the past by Jim Penman.
This is how he works. Read the whole article at the link below. These are just some of the interesting facts:
"Voters are left wondering how to assess slick appeals written by campaigns free to bend the truth. Mailers sent by clients of Jones and Lewis illustrate that dilemma."
"The sleaziness of some mailers caused the county GOP some years ago to create a procedure to investigate complaints in Republican primaries. It led two weeks ago to the censure of Jones and the Assembly candidate who hired him, John C. Kellogg."
"A lot of sleazy things are done by campaigns," said Roy Behr, a Democratic consultant based in Los Angeles. "Fortunately, most voters are able to see through those kind of tactics, and most of the time, they don't succeed."

Vote for candidates that don't play into the nasty political game.
I am a Mayor Morris supporter who does not want Baxter to be re-elected. I remember the last election and was a part of that Neighborhood Watch that met at the Mayor’s Church where each of the candidates debated each month until election time. Regardless of the garbage that is being said about “those two meeting organizers”, they organized what had to be one of the best Neighborhood Watches this City has had. There were several hundred members (residence of our City) with over a hundred coming to every monthly meeting. And, every meeting was video taped and CD’s made for those wanting copies. The reason these meetings were successful for several years is that they brought residents and representatives from the various city offices (Police, Code Enforcement, City Services, etc.) on a monthly basis to resolve problems. It is a know fact and statistic that crime in our area was at the highest in our City before the Neighborhood Watch started and became one of the lowest with that Neighborhood Watch. This is a known fact with everyone in the City as well as those who attended the meetings. With this said, I feel well supported to say that Baxter has done nothing to help the people in the 2nd Ward and in agreement with “Get Real” above. Moreover, lets throw out the garbage above about those “Meeting Organizers” which has nothing to do about Baxter and Jason and more to do with two bitter women / neighbors who destroyed the Neighborhood Watch and now wage an ongoing war with these “two meeting organizer”. The facts in the above blogs on how Baxter turned on his residence including the children are true and have left a large number of residences with apathy towards City Politics and resentment towards Baxter. If you are serious about the truth get a copy of the videos; if not you are nothing but diarrhea mouths and part of the problem this City needs to cure or disinfect. And again I agree with “Get Real”, I say more to the point that 2nd Ward residence should not be turned off by Politics, but get involved and vote for a Morris / Jason Desjardin ticket on November 3rd.
@ I Agree with “Lets Get Real”, was that before or after the "two meeting organizers" were investigated for repeated_elder_financial_abuse?
Me and my Jerry were wrongly accused of taking money. We would never do such a thing to church members or neighbors. We go to the Mayors church. My Jerry and I help older people with no one that cares about them manage their money. My Jerry works as a financial planner. We told the DA we were blamed for taking the money. Vote for Jason.

Clearly these "two meeting organizers" are also helping Desjardin odds of winning ... wink, wink :)
If Chris Jones is too stupid to set him straight, all the better for Baxter.
Maybe e-birdie should be jail-birdie? HMMMMMMMMMMMMMMMMMMMMMMMM!!!!!!!!!!!!
Talking about the financial issues, where is Jason Desjardins getting the $$$ for the sleezy mailers, the signs in our parkways, and those wannabe firefighter t-shirts? What about the food for the "social event" in the park on Saturday? Did everybody bring their own weenie? Don't forget the sleezemaster Chris Jones - who is gonna pay him the big $$$ for the last minute nastygram about Baxter? Let's hope that Jason and Chris are only sporting mustard on their faces after this.
I was interested in getting more information on Arden Guthrie to decide who was telling the truth Mayor Morris or Councilperson Wendy McCormack. I went out to the EDA web site and read up on what has actually been approved for the Arden Guthrie site and found that what Mayor Morris has stated is true. The Arden Guthrie site is being prepped for commercial development only, and the sunrise area is where hundreds of blighted homes are being demolished and only 100 homes rehabbed. There are no plans to build any low income houses as McCormack stated at last nights’ meeting. I drove to this area of town today and it is clearly evident that these plans will redefined a long time troubled area into a relatively safe area. I could see this rehabbed housing being offered to our elderly. I applaud the 4-3 vote of the city council to develop this area; it is a great plan for our city.
I wondered why McCammack would try and deceive the public so close to election time. She said she wanted to “inform†the public. The real answer is fairly transparent, that is, to try and sway votes for City Attorney Penman’s’ bid for Mayor. She succeeded in my case as I will be voting for Mayor Morris, four years ago I voted for Mr. Penman. Her behavior at last nights’ city council meeting was reckless, rude and should not be tolerated. I think the general public should have joined the four council members who made a point not to tolerate this behavior.
Over the years I have learned that in politics all you have to do is follow the money trail and I was shocked at what I found when I followed the Arden Guthrie money trail. I went back a few years searched the San Bernardino County Inactive Property Information Management System. I found the records of when the city offered deals on Arden Guthrie four-plea-units to “first time home buyersâ€. There were certain rules put in place by the city, for example you had to live in the unit for at least one year. I compared names of people that took advantage of this one time deal and found a recurring name, Jerry Martin. Jerry Martin is heading the Committee to elect McCormack hand selected candidate, Jason Desjardins. I bet she won’t “inform†the public about this historic chain of events. Any other voter wanting to check things out for themselves can do so by searching

this Martin does business with the Wennens.
OR you can go into PIMS and do a parcel search with the numbers previously provided.
You can view the information on the Owner History tab - look for the early 90ies.
I guess Wendy would know what is Arden-Guthrie since her friends scammed the city for money on this bogus first-time homebuyers program. Can you believe she had the audacity to accuse Mayor Morris of hiding something? Talk about skeletons in your closet. Desjarins is the Penman/McCammack handpicked candidate. Another interesting thing - check Martin's current properties and the San Bernardino property is Desjardin Campaign HQ. The funny thing (but keeping with his love of empty houses) is that this property is bank owned as of 10/13/2009.
He better hope that the Marshall's don't lock him out before the election party.
Mr. Jones, do you have any idea of the serious credibility issues that are occurring to Jason Desjardin's campaign since the Martins campaigning for him? The Arden Guthrey mess is the tip of the iceberg. If you don't believe those of us on this blog - and it is more than one or two people - then ask your other candidate Jim Penman or Wendy McCammack. Besides being 5150 they have serious issues following them. They accused Penman of wrong doing earlier this year publicly yet they are working on his and Desjardins campaigns?
I smell something stinky on Penman's shoe, you better have him scrape it off before it stains his suit.
That something on Mr Penman's shoe is the Martins' dog poop. Read the article from the PE. The Martin's are working on Penman's and Desjardin's campaign. Poilitical Favors??????
Neighbors' dispute over dogs leads to accusations against San Bernardino city attorney
02:57 PM PDT on Monday, March 23, 2009
By CHRIS RICHARD
The Press-Enterprise
Ordinarily, it would be just another neighborhood squabble.
But in this San Bernardino scrap over allegedly dangerous dogs, the pet owners accuse elected City Attorney Jim Penman of intervening on behalf of their accuser, a political supporter.
"You'd think the city attorney would know to stay out of this," dog owner Jerry Martin said.
Story continues below
Rodrigo Peña / The Press-Enterprise
Jerry Martin, left, 63, of San Bernardino, walks Hansel, a Belgian shepherd, while his wife Sonia Martin, 53, walks Kye, their golden retriever, in San Bernardino on Thursday. By city order, the dogs must be muzzled when they're away from home.
Penman denied intervening in political supporter Kim Ditton's complaint against neighbors Jerry and Sonia Martin and their dogs, Hansel and Kye.
Ditton did not respond Friday to requests for an interview.
The dispute dates to Aug. 10, 2008. Sonia Martin said the dogs escaped for a few minutes from the back yard of the Martins' West 18th Street home, and Ditton complained to Animal Control.
According to the officer's report, Ditton accused Hansel and Kye of attacking another dog.
Story continues below
The officer wrote that he didn't believe the two dogs were aggressive toward people.
He cited the Martins for allowing the dogs to run loose and not licensing them.
Ditton and the Martins have clashed repeatedly since November 2006, accusing each other of harassment, court records show.
This time, Ditton pursued her complaint. On Oct. 27, a hearing officer ruled that Hansel and Kye are "potentially dangerous."

Rodrigo Peña / The Press-Enterprise
Tierney Harris, 50, of San Bernardino, shows love to Kye, a golden retriever, and Hansel, a Belgian shepherd, while the dogs' owners hold their leashes. The Martins, who own Kye and Hansel, were cited last year for allowing the dogs to run loose and not licensing them.
That means the Martins must post a warning sign, build a secure kennel and muzzle the dogs when they go out.
Deputy City Attorney Richard Luczak said witnesses testified the dogs chased them.
The Martins say they saw Penman conversing with Ditton and the hearing officer before the October ruling and accused him of abusing his authority. Penman denied influencing the case.
When Ditton missed a February appeal hearing, Penman's top aide persuaded animal control commissioners to grant a continuance. Penman assigned his top deputy, Luczak, and two investigators to a March 11 hearing.
"That's an awful lot of staff time," Jerry Martin said. "What made this so important?"
Luczak said the continuance and staffing levels were routine. Penman said he dispatched investigators when the hearing turned rowdy.
The Martins say they're waiting for the commission's final order before deciding on the next step in what they vow will be a determined legal battle.

Accurate information is detrimental to a campaign, and after reading many of the responses posted by people who believe to be knowledgeable about candidate Desjardins are discredited with their public display of inaccurate information. Rather than focusing your energy and attention on what you perceive to be true focus on what is in the best interest of Ward 2. Children gossip and make up stories and apparently so do adults. Has anyone heard of outsourcing, many companies do because those employed outside of the company and or country provides services that are in fact deemed more beneficial, why they possess a new unbiased outlook, knowing the area doesn’t make you the most knowledgeable candidate, because 90% of the people who have grown up in this area and who have been successful leave, and only those who sit and complain, grip and nag about the need for change will stay because Ward 2 becomes a comfort zone. Apparently Baxter does not possess the necessary qualities needed to implement strategies and develop ideas to assist in the development of Ward 2, it looks the same, nothing’s changed, so maybe it’s time for CHANGE and to elect a candidate who is able to provide and view the area of with a new perspective and connections that will help develop Ward 2.
@Rufus, Sandlot Kid, et al
I was over at http://www.topix.net/forum/source/san-bernardino-county-sun/TEEBSCEOH42G9R2D0/p3#lastPost
and saw the following.
If you have the time & inclination, how about filling those people in - They've heard about what you have the paperwork access on, apparently, and want to know more - See:
What's this I hear about a Pen-Mac-Martin scandal brewing?
Something about the Arden-Guthries and 4-plex sales & Penman sending in (3) Office of City Attorney staff on a DOG COURT CASE, to "steer the commissioners" away from Martin's "dangerous dogs" from having to be in a kennel (at the 18th St. house in foreclosure for months now & being used as Desjardins' campaign HQ and sign storage area)???
MAN OH MAN!
First Pen-Mac gets stuck in Memogate, now, in The Doggie Doo + the whole Pen-Mac-Martin thing on buying and selling multiple 4-plexes in Arden-Guthrie to flip when the papers Penman signed off said "1 owner-occupied unit per person" + "must be owner-occupied for 1 year" - How did Penman manage to get away with his long-time buddy & Desjardins' campaign manager, Jerry L. Martin, buying up multiple 4-plexes intended for individual family residents - not investors?
Is _THIS_ why Penman says in the Press Enterprise articles Todd posts here, how he simply couldn't think of any solution to Arden-Guthrie & Sunrise-19th St - and _WAS READY TO TEAR IT ALL DOWN IN FRUSTRATION_ when Mayor Morris came along and saved the day?
Man, I tell ya, ya just can't make this stuff up! Penman's sleazy dealings go way back and have screwed us over since the beginning of his time in office here -
Imagine where we'd be IF Penman hadn't been doing favors for Martin since then until TODAY - (The Doggie Doo + Martin as Campaign Manager for Desjardins + asking Martin to "handle Ward 1 for him during this election season" + getting Martin (OF ALL PEOPLE!) set up on The Board of Home of Neighborly Services!
WOW!
WOW!
WOW!
I hope the people posting the court documents on all this will PLEASE post them HERE for everyone else to see, too!
MY EYES HAVE BEEN OPENED TO THE SHADY BACKROOM DEALINGS! I AM _NOT_ GOING TO VOTE FOR PENMAN - If he's been doing ALL THIS as City Attorney, I shudder to think what he will do as mayor!
Not on MY WATCH!
Sign me,
Once less vote for Penman, one more vote for Morris.
@Chris, aka "CHANGE" ~
The only "out sourcing" going on in Ward 2 is _YOU_ out sourcing from Sacramento to here for Penman's $$$$$$ - Just how much of a bonus are you getting for juggling the campaigns of Penman & his hand-picked muppets anyway?
Guess the paperwork will reveal all that in short order - at least the reported part of it...eh?
Funny how nobody in Ward 2 agrees with you rather RUDE statement above, "...90% of the people who have grown up in this area and who have been successful leave, and only those who sit and complain, grip and nag about the need for change will stay because Ward 2 becomes a comfort zone..."
Then again, nobody in Ward 2 agrees with your employer's selection of a carpetbagger candidate, or with your publicly exposed lack of ethics (The reason you and Penman get along so well, no doubt!).
The following is from,
http://www.insidesocal.com/sb/sbnow/2009/09/kelley-proposes-anti-electione.html
"Well finally Mr. Chris Jones crawls out from under his rock: What you don't know about Mr.Jones is he is an out-of-town political consultant that has done the bidding for the likes of Postmus, Derry, Kelley, Penman, Erwin, McCammack, Joe Turner and many other slime-balls connected with the Postmus Scandal.
Jones, who does not have a City Business license, has made, and laundered, hundreds of thousands of dollars between his Political Action Committe, the Anti-crime Committee, Jim Erwin's PAC (Committee for Effective Government), Colonies Partnersip, and others too numerous to mention in this blog.
Today as I write, Jones is the campaign consultant for Joe Arnett, Jim Penman, and the carpet-bagging,Jason Desjardins. Mr. Jones you are nothing more than a political snake-in-the-grass whose time will come.
If you are big on public disclosure, why don't you show us the 460s for your PAC so we can all see your dirty dealings. Mark my word, you will be vilified and run out of town before the sun sets on the 4th of November."
Sign me,
One less vote for Penman, One More Vote For Morris!
I find it funny that these two "meeting organizers" are calling Mr. Baxter a drunk. I have NEVER seen him drunk. Remember that infamous 4th of July parade? Well, multiple witnesses saw these two "meeting organizers" so drunk that when they got back to their house HE had to stagger to the door while SHE crawled on all fours. Yeah, drinking problem, huh? A DUI waiting to happen. But you could see them coming with that dented red pickup truck with the pink barbie castle.
As for Mr. Baxter and inappropriate behavior, what a crock of sh!t. Maybe SHE should remember why she got divorced. As for him, he is a creepy old man.
"Accurate information is detrimental to a campaign"? This DOES sound like Chris Jones.
Outsourcing? This is your attempt to gloss over the fact that your candidate does not live in the 2nd Ward? Outsourcing isn't done for a new outlook, it's done to do something on the cheap. IBM outsourcing its help desk to India wasn't for better technical employees, it was for a cheap workforce. So Desjardins is a cheap man's candidate.
"90% of the people who have grown up in this area and have been successful leave". Is this an attempt to discredit Mr. Baxter because if it is, you have it wrong. He was raised here, left for a successful career, and returned for family reasons. While here he has spent time and effort working to better the community he was raised in. Desjardins was raised where? He lives where? Where has he done anything for any community and don't bother with the deputy thing.
"Apparently Baxter does not possess the necessary qualities needed to implement strategies and develop ideas to assist in the development of Ward 2"? How would you know? Going on what Penman and McCammack say? They don't live in this ward either. The little time that Penman has spent in this ward hasn't been listening to what the 2nd ward residents need. As for McCammack, she needs to keep her @$$ on her side of Highland Avenue. Why doesn't she worry about the pink graffiti on the blue door of her business that has been there for two plus weeks? What about JD's superior attitude and calling people "low lives" because they had their car towed? This is the type of change you are trying to foist on us? Nothing has changed? How do you know? You don't live here, your candidate doesn't live here and we, the residents of the 2nd ward, don't want your perspective and connections. By the way, your boy's helpers don't live here either so don't be trotting them out as 2nd ward residents.
