Former mayor officially neutral in Morris v. Penman

Former mayor Judith Valles said in a telephone interview that she is officially neutral in the mayoral race between incumbent Pat Morris, City Attorney James F. Penman and contractor Rick Avila.

Valles said the only candidate she is endorsing this year is 1st Ward City Council incumbent Esther Estrada, who she has known for several years.

Estrada is running for re-election to the council. Her opponent is retired parole agent and Congressional aide Virginia Marquez.

Officially, former Mayor Judith Valles is remaining neutral in the current Mayor's race.

But, at dinner at the Arrowhead Country Club on Friday, September 11, 2009 Judith went from table to table with City Attorney Jim Penman in tow.

"Officially I'm staying neutral," Judith told us. "Unofficially I'm supporting Jim Penman for Mayor and I hope you will vote for him too," she said. Judith went on to tell us, "Jim is running for the right reasons and he will do a great job as Mayor."

That is what she told several dozen people.

Then she and Jim Penman sat down at a table by themselves and had a lengthy conversation over supper.

All of us are going to follow her lead and vote Jim Penman for Mayor.

We have also seen campaign mailers supporting city attorney Penman for mayor that include quotes and photos by former mayor Valles that required her approval. Ms Valles may be staying officially neutral for her own reasons, but unofficially we know that she will be voting Penman for mayor. Thanks for the support Ms. Valles. We too will be voting Penman for mayor on Nov. 3rd.

Of course Valles isn't going to publically support Penman, she knows he isn't going to beat Morris. She is a political cockroach.

Much has changed over the past four years.
When we first endorsed Patrick Morris for mayor of San Bernardino, the city was struggling with rampant crime and the highest murder rate in decades. Additionally, the city was caught in what seemed to be an economic mire.
In 2005, Morris and City Attorney James Penman both ran on anti-crime platforms and we threw our support to Morris and Operation Phoenix, which we liked because it was a holistic solution that sought to treat the city's problems not just with more police, but also with greater efforts at crime prevention and intervention.
Today, crime is down significantly, and while efforts to boost the social aspects of Morris' anti-crime platform have been the source of conflict and acrimony at City Hall, we continue to believe they are vital.
But what is perhaps more important is the hope we see for San Bernardino's future.
Ongoing construction of the 215 Freeway stands to open up the Westside and alleviate traffic conditions throughout the city. Morris was instrumental in building consensus to fund the project with federal stimulus money earmarked for the region.
Omnitrans is developing a new bus line that will link Cal State San Bernardino with Loma Linda - and everything in between.
Both of these projects support plans to overhaul the Carousel Mall, replacing the ailing retail center with a civic center. Plans have also been announced to transform the National
Orange Show into a mixed use residential-commercial center.
Amid the worst financial downturn in nearly a century, San Bernardino finds itself remarkably poised to spring back as the economy recovers.
And that's no accident.
Over the past four years, Morris has made good on his promise to fight crime in an aggressive yet passionate manner.
At the same time, he has labored diligently to build a brighter future for the city, drawing leaders and lawmakers from throughout the region and well beyond to the table. To cite just one example: Morris was able to convince all 24 mayors in Sanbag to put all the county's transportation stimulus money into improving the 215, a remarkable accomplishment.
In November, Morris faces two challengers, Penman and businessman Rick Avila.
Avila's passion for his hometown and its revitalization is evident, and we hope he will continue to be an advocate for local businesses and job growth.
Penman, who declined an invitation to meet with the newspaper's editorial board, has by contrast been anything but a model of collaboration for the city's good. Rather, he has perpetuated the culture of confrontation and political brinksmanship that has held the city back for too many years.
It's time for that to end.
We believe Morris has shown over the past four years not only that he was serious about making the city safer, but also that he has the vision, tenacity and grace the city so desperately needs.
For us, the choice is clear: We endorse Patrick Morris for mayor of San Bernardino

It seems it's not just me. It's a global reality: Endorsements by The Press are the hottest tickets in campaigns
Scandal sells papers. Papers investigate. They dig. When a candidate goes before them for the endorsement interview they're looking for dirt. When they come back with an endorsement, it's got weight to it. Considerable weight.
Oh, but being part of Penman's camp, maybe you wouldn't know about such things. I mean, after all, Penman was the one to turn tail and run the other way when invited to undergo the endorsement interview process with all local media.
What's that tell you?

I voted for Mr Penman four years ago. I have been watching the city council meetings for several months and I am changing my vote this year in favor of Mayor Morris. Mr Penman seems hostile, obstructive and bent on furthering his own agenda. He needs to stick to his job of providing legal advice to the common council. Mayor Morris was able to be in control of a very hostile meeting today, and if he is able to do that he has my vote! Also I really like the new city manager's style, I think he will be a change agent for our city.
