Taggers nabbed by crimefighting John Q. Public

This comes in a letter from Industry station deputy Brian Sanford:

Frank, This morning around 0930Hrs, Industry Station received a call of two male hispanics walking near Stimson Av/Halliburton av, in Hacienda Heights.

One had a back pack carrying a spray can that had just tagged a wall near that area. Our patrol units managed to detain both individuals at Hacienda and Newton. The citizen that called identifed both and placed both under private person's arrest being they were adults.

We recovered two spray cans of paint on the one male. The suspects names are: Michael Villalobos age 26 from El Monte (booking number 1251330) and the other is Cesar Morales age 28 from East LA, an admitted "Indiana St." gang member (booking number 1251351)

Both males are on parole for weapons violations. A parole hold was placed on Villalobos. Morales will probably be cited out. I know its not a "major" arrest, but we were fortunate that a citizen got involved, thats what I would like to convey to the readers if possible.

Did he shout, 'stop in the name of the law.' Did he pull a firearm?

It doesn't say the citizen detained these "parolees". No way he did. He called in what he saw, deputies detained the two and he made a citizens arrest because it was a misdemeanor crime the deputies didn't observe.

Both are on parole so both should have been violated. Associating with other parolees is a no-no. This is more proof parole is a waste of time. the guy with the paint might bite a little time, the other guy, no way. The criminal justice system is a joke and gets worse every day.

What bothers me here is the police advocating citizen arrest, etc. Wasn't there a woman, a mother, a grandmother killed (not long ago) in pursuit of a tagger and gave chase in her car?

No one is advocating that the citizen take an active role in a physical arrest. Be a good witness and don't be hesitant to become involved by calling the local cops and telling them what you observe. Completing a "citizen arrest" is not hands on confrontation. It is signing a document, providing identification as a witness and agreeing to appear in court.

Thank you, Tom, for the clarification. I had a different notion of what entails a citizens arrest.

It is OK to get private citizens involved to resolve any kind of crime. There's only problem, if it's gang-related, there's a danger that gangsters are going to retaliate against that civilian. What we need to do also, is involve different oficial agencies, to work together to solve the gand-related problems. Let's not forget that some of those gangs in LA and OC, have more than 20,000 members, more members that some police departments. Therefore, they have to be dealt with accordingly. So far we hear on the news that somebody is killed, the police send ten or more police cars to the scene, even though the crimina/s we all know, are already far away from the scene. To me, the effective way to provent gang-related crime, is to erradicate gangs from our society. They cannot live around law abiding citizens, and continue to terrorize our neighborhoods. Several people hade voiced the idea that local law enforcement agencies should team up with the National Guard, search every single home in gang infested areas, identify and encarcerate gang members, before they commit a crime, confiscate their weapons, etc. Anything else, on the passive side, that different people are trying to do to deal with gangs is completely unuseful.Psychopatic murderers have to be dealt with accordingly, with a strong hand, harsh and drastic measures.
