Monrovia gang injunction in the works *

This should make tomorrow’s newspaper:

City officials have met to discuss the possibility of seeking a gang injunction. The idea’s being talked about, but no decision has been made.

*Actually the injunction is already being pursued, according to Capt. Rick Miglia, who spoke at a city council meeting last week.

  4. Monrovia, the apparent ‘All American City’ [remember, this was designated almost 15 years ago], is clouded in fear and suspicion. In addition to fearing the gang members who are caught in a vicious cycle of retribution, law abiding citizens must also fear police harassment on the grounds of unwarranted suspicion.

    The white and elderly and white, elderly community members escape suspicion. But young, black and latino youth do not. Because police psychology thrives and survives on the stereotype (that is, a shortcut for profiling the type of person they are about to engage)this means a sector of our society is being unfairly singled out and identified as ‘suspicious.’

    If 4 young, Latino or Black males wearing white t-shirts and short haircuts and listening to loud rap music (which is the case anywhere you turn in SGV) were to drive to a movie at 9pm in All Americana I have little doubt they would be viewed as suspicious.

    My question is, is this fair? Ask the young, Latinos and Blacks and they say, hell nah. Ask the old and the white and the old, whites and they say, “sure…who cares, as long as they aren’t breaking any laws….why should they mind?”

    One reason to mind is because being young, brown or black, wearing a white t-shirt and listening to rap music SHOULD NEVER BE CONSIDERED SUSPICIOUS BEHAVIOR.

    And this is just the type of environment the feeble gang injuction is likely to create. Especially in a law enforcement culture that harbors gay criminal police officers and uses shock value propaganda [e.g., those hilarious billboards] to secure an already bloated pay.

    Rampart, what you call ‘spinning things for the worse’, I call, justified suspicion. I’ll grant that prima facie law enforcement should be allowed to operate under a presumption of civil benevolence (that is, they are out to do more good than harm). But global, national and local histories have demonstrated that the people who do the policing need policing the most. And if we disagree, I suspect its because you on the side of the equation holding the gun.

    you’re at it again presuming I think all cops are racist and all gang members are victims of the man. its clear to me, at least, that when you present your opponents position in the weakest form (or, even as a straw man) this means you’ve failed to do yourself the service of thinking through the issues critically. Instead of presuming I think that ALL cops are racist and ALL gang members are the victims of the ‘system’, why not operate under the much more reasonable assumption that I think “some” cops are racist and “some” gang members are the victims of social conditions beyond their immediate control?

    The reasons police need to be monitored are two-fold; the first is philosophical and the second is pragmatic:
    1) Since they operate as upholders of the law its easy (perhaps, tempting) for them to circumvent, bend, and break the law…as well as cover it up. It shouldnt befuddle you to think that police need policing.

    2) Global, national and local histories are replete with stories of cops who’ve abused their power while operating under the cloak of authority. How should we respond to that knowledge?

    I think if you ask the LOVING Black and Latino family members of the Black and Latino shooting victims (innocent as well as not innocent) you will see that the LOVING family members would gladly accept a trade-off of having their kid frisked periodically if it meant that the real thugs were also getting eliminated by law enforcement, rather than your plan of simply doing nothing and allowing further innocent Black and Latino lives to be lost at the hands of the villainous gang members of any color/race.

    It really sounds like you are a proponent of the sanctuary cities such as San Francisco and Los Angeles, whose mayors have seemingly taken YOUR advice. Any reasonable person can see the amount of harm that has come to innocent people as a result of those policies.
    Reversion to the mean. The “guests” are turning the sanctuaries into the same mess that they made in their own homelands. These relatively few bad people are ruining what was once a great area enjoyed by people of all races, but now people of all races fear these thugs.

    us, it sickens me that you spend more time advocating injunctions on police officers but never support any type of gang injunction under the pretense of inconveniencing “young” people who are rudely playing their music too loud. Our local gangs are no different than al qaeda or the taliban. And if we don’t take a hard stance soon, then the gangs will begin to have increasing influence, similar to the other terrorists do.     I know you will probably refer to the Black and Latino parents and grandparents as part of your “elderly” group, but guess what…there is nothing new under the sun. Perhaps these “elderly” have seen things before and we should hear what they have to say.

    Lastly, of course police officers need to be monitored. Internal Affairs is supposed to do that. I don’t think anybody will disagree that police are suppose to be managed like most full time employees are.

    There are several problems here. First, by your reasoning, every law abiding citizen (with love in their hearts) should not protest to a trade-off that allows for them to be considered suspects for no other reason then their race, age and clothing? So that, if European Muslim terrorist cells were operating in So. Cal under the cloak of engineering, accounting and law enforcement jobs, all white, white-collar citizens (with love in their hearts) should not object to being pulled over and frisked.

    I think most people would object on the grounds that law enforcement needs to act only when they have sufficient information or justified suspicion, where race, age and clothing do not count as justification.

    Second, your problematic proposition turns on a debatable condition…”IF it meant real thugs were also caught in the process.” Its not clear that the injunctions always result in a decrease in crime. It does have psychological value insofar as it puts the gang members on notice, but not to many gang members intent on committing a crime are hanging out in the park, holding a gun waiting to get frisked.

    I don’t what you’re talking about here…immigration? Immigrant gang members? The connection here isn’t obvious or clear.

    Re: 3rd Paragraph–
    I dont know that I’ve ever advocated, as you say, ‘an injunction on police officers,’ but I do view their work through the lens of suspicion. I’m not alone, here. This is true of most non-white community members…and why police depts spend a lot of time trying to convince neighborhoods that they ‘are the good guys.’ Tell me, what could have possibly happened to turn communities against the people they pay to protect them? Oh yeah, a bunch of bullsh+t.

    While its fashionable and evocative to say local gangs are similar to Al-Quaeda its completely wrongheaded. Are they similar in organizational structure? Aims and objectives? Policies? Practice? What ways are they dissimilar?

    Lastly, I think police should be monitored MORE CLOSELY than most full time employees as they have been tasked with a very difficult job…and considering they are not the most educated [online, nighttime, part time law degrees not withstanding], cultured and ethical sector of the work force, we need to be on constant watch…in the spirit of checks and balances.

  13. “us” worries so much about the police one can only believe he’s very paranoid and either engages in criminal activity himself or has friends or family who do. His rationale is so over board it’s hard to believe an educated person could believe what he writes unless he’s doing so from a built in agenda of hate directed at law enforcement.

    In recent months it was determined that no disciplinary action was needed in over 300 complaints or racially based stops by officers of the L.A.P.D. John Mack, another of the “hate cops especially white ones” club that “us” is a member of couldn’t believe the numbers. A few complaints of sexist behavior by officers and brutality were found to be true, but not the racial profiling ones.

    Now a cop hater like “us” would see this as a failed complaint system like Mack does, a cop critic since he floated down the birth canal. The problem is that the majority of complaints were made by suspects who admitted their criminal actions, against officers of minority races and many were made by people who later admitted the officers could not have seen what they looked like prior to the stop, much les what ethnic group they belonged to.

    Add to that the dozens of stings set up by LAPD to catch officers engaging in the practice where not one officer swallowed the bait. Now that’s some facts that you didn’t find in the newspapers articles who wrote on this subject.

    If L.A.P.D. has improved to this point what are the oddds Monrovia has a problem in this area? “Us” posts out of his hatred of the police and a paranoid personality.

  15. If your far-fetched hypothetical regarding the euro-terrorists becomes a reality , then we would need a different strategy. Global crime waves are cyclical. Italian Americans suffered through suspicions while the Feds broke up the Italian mob. Irish suffered during the peak of the IRA.

    You have yet to propose a solution to gang violence. You have yet to propose a solution to the countless deaths of Black and Latinos at the hands of gang members. What is your solution to protecting our citizens?

    You are absolutely right: I speak up for those people who are adversely affected by misguided law enforcement policies. Let me clear, violent offenders need to serve time in proportion to their crime. What happens, though, is police agencies frustrated by their inability to solve real crimes turn ‘gathering in public or ‘smoking a joint’ imprisonable offenses. Even more, these policing tactics (which is essentially shooting in the dark) creates a climate of suspicion and consequently an attitude of distrust from both the police officers and the community members.

    And the simple fact of the matter is that I’ve had enough interaction with the local law enforcement agency to know that they are a bunch of asses in my neighborhood.

    I don’t know if you are conceding the point that in the case of Euro-Muslim-Terrorists white people (with love in their hearts) should be content with being considered suspects in virtue of their race, age and clothing? You seem to say yes. And I think this is much too bitter of a pill for most people (even those with love in their hearts) to swallow.

    With regards to a solution, I don’t know why I would need to offer a solution to gang violence in order for my criticism to be justified. Do you have solutions for the energy crisis, mortgage and credit meltdowns, nuclear Iran, world hunger and bone thin models walking the runway? Probably not. But your criticisms of current practice could be justified…on the merits of the argument not on the condition of having some solution.

    While I don’t have a comprehensive solution (sadly, neither do those who are in charge) I can hint at what I think to be a general outline:

    1) Increase youth participation in civic and religious organizations

    2) Increase presence of clergy and religious leaders on HS campus’

    3) Increase presence of clergy in neighborhoods

    4) Minimize jail time for non violent offenders

    5) Mount video and audio on all officer units and person (good look getting the union to agree on this)

    6) Solve more violent crimes so as to put murderers on notice

    7) Update ‘gang files’ (and intelligence in general) so as to be aware of active v inactive ‘gang members’

    This is all off the top of my head at 6:30 in the morning, but you get my drift. And even if you found all of my suggestions ineffective IT DOES NOT invalidate my criticism of gang injunctions tendency to make being young, male and black/brown a grounds for suspicion.

You don’t know anything about law enforcement policies or why they’re in place, you assume they’re misguided but offer up no “enforcement policy” only social programs that simply don’t attract but a very few gangsters, who are you trying to kid? You want the answers to come from those who are too timid to use heavy enforcement as a tool. Three Strikes helped reduce crime not midnight basketball.

    You also apparently don’t know how laws are created in California. Police agencies enforce laws they don’t write them but of course you blame them because they’re the enforcement branch of the government. All the while you bitch about “gathering in public” by certain people but avoid what got society to the point they needed to restrict the movement of certain people. Talk about using straw dude, you have a barn full. “Shooting in the dark ” my ass, you know and I know if it walks and talks like a duck it’s a fing duck. You’re just an excuse maker and nothing more.

    Many cities already have dash mounted cameras and auto mikes, the cops are fine with them and they’ve shown time and again the criminal behavior of the scum you feel so sorry for. The few times they’ve uncovered bad behavior by cops they’ve been used to discipline or fire them, as they should. That’s where we differ, I speak from experience and common sense, you speak from a personal dislike for cops and solidarity with the poor picked upon gangster.

    Yeah I’ll bet the cops in your neighborhood were asses, look at the type of people they had to deal with. They probably had no choice in the matter. You don’t offer a solution so leave it to the guys that don’t have a problem working on one.

  20. I got the chance to speak with the Police captain in Monrovia and Sheriff in the area and they said in English: “If you are a young man of color between the ages of 14 and 40, we are going to get harassed.”

    “us” is wasting his breath. If you are non-white, you refuse to emphasize with that. Whites say nothing, while the occupiers create more gang members and try to arrest their way out of the problem.

    How well has worked for Monrovia over the past 30 years? Ask the families of the four people who died last year and those that still live in fear….
