San Gabriel Valley couple appears in court on fraud, prostitution charges

SANTA ANA -- A U.S. District judge in Santa Ana set bail at $250,000 Thursday for a 47-year-old Rowland Heights man accused of arranging sham marriages and $100,000 bail for his 53-year-old former wife, who is accused of running a Monterey Park brothel.
Huagui "Candy" Lotto of Rowland Heights and her ex-husband, Phillip Fu, appeared this afternoon before U.S. District Judge Marc Goldman who set bail. Although the two are divorced, they continue to live together, their attorneys said.
Officials said investigators have found marriage documents, green cards, contracts for fees, divorce papers, and multiple passports of female Chinese nationals in Fu's possession, and he is accused of using them to bring people into the United States.
Fu's attorney, Glen S. Fleetwood, said his client helps underprivileged Chinese students travel to the United States for an education.
Fu and Lotto will be kept in home confinement and they have to prove their income is coming from legitimate sources before they can post bail, Goldman said.
Co-defendant Yibin Zhang, 45, of Monterey Park, had his bail hearing continued until Friday. Zhang is accused of acting as an enforcer, part-time manager of the brothel and allegedly drove the prostitutes to meet with clients, according to a criminal complaint that charges Lotto and Zhang with conspiracy to import and harbor aliens for prostitution.
Fu is charged with conspiracy to commit marriage fraud.

All three need to be convicted and that brothel (one of many), raided and all girls deported via INS.
