Irwindale police demand raise, council members hold on to health benefits

It looks like Irwindale city employees with be foregoing their 4 percent cost of living increases as part of a proposed 2009-10 budget proposal. Well, not all of the employees – the police officers are still demanding their raise.

In response, the City Council on Wednesday with a 3-2 vote called for the Los Angeles County Sheriff’s Department to prepare an estimate of the proposed cost savings if the city of Irwindale got rid of its police department and instead contracted with the sheriff’s department.

Another budget cut that finance administrators recommended were that planning commissioners and city council members ditch their health benefits, which would result in a cost savings of more than $200,000. Council members expressed hesitation on that one, and will decide at a future meeting whether they want to sacrifice their health benefits to save the city money.

    There’s no doubt that we need the cops but no body made them sign up for it. They are employees like everyone else and need to be treated as such. We would ALL like to get a raise and have benefits for LIFE!

    Of course the response time might be a bit longer if you go with the Sheriffs. But when 3 Irwindale Police Cars are in the parking and about 5 officers are seen having breakfast, lunch, and dinner in Baldwin Park, and Azusa instead of patroling the streets of Irwindale, then actually the reponse time would be the same. The officers are needed and most do a great job. But let’s face it, there are bad apples. It’s probably these bad apples that are demanding their raises and think they are better than everyone else, especially the Sheriffs. By the way, have you seen some of these officers, most resident’s could outrun them.

    I would prefer the Sheriff. Our Police are lazy and snot cate anymore. They hang out in other cities anyways. They will cost the city way less. When the city gets hit with a 8 percent tax cut then we will be on big trouble. All cities are gonna get it. The ones that have Sheriff are lucky. We can’t afford the Police. Lazy, fat and unresponsive.

    You obviously do not understand policing or contracts. The L. A. Sheriff’s Department is the largest Sheriff’s Department in the world. With the infrastructure to go along with it. The reason they could do the job for less has to do with the fact that the city council and taxpayers will not have to pay for medical insuraunce nor would they have to pay for the deputy’s retirement. Currently the city pays for both with the police department.

    LASD is a class organization whose Sheriff demands the utmost in professionalism from his troops. Most smaller agencies hardly compare.

    I too hope that other San Gabriel Valley City’s follow suit….especially cities whose POA’s have been taken over by a certain nefarious law firm headed by one Dieter Dammeier. His firm is poisenous to the POA’s it represents and they do nothing but breed hostility between the police and the communities they serve.

    Communities will never have that problem with the two unions who represent the members of the Sheriff’s Department. Both ALADS and PPOA are class organizations who may sometimes battle LASD management but never a contract city.

    These cities would definitely get more for their money, and without the bulls!@% from any LASD Sheriff’s unions.

    I just heard the LASD unions agreed to a ZERO percent payraise for 2010 because their deputies understand the state of the current economy and did not want to risk having anything taken from them or risk any layoffs.

    I have talked with friends in Duarte, Temple City, Pico Rivera and La Puente. They are all happy with the LA County Sheriff. It makes my wife and I feel good about the city changing over to Sheriffs. We as residents be tax layers should be given a say and vote as to what we feel is best for our city. We live here and our children go to school here. We should have the final say on the matter. We need quality, hard workind deputies in our city of Irwindale.

    Just curious. What is the pecentage of the budget for the 4% contract raise vs. the $200,000 outlay for the council and other political folk? I’m all in favor of concessions when needed, but how about making it across the board? BTW, bet that LASD contract costs more when you compare apples for service…you won’t be able to maintain your patrol numbers and services on a contract. You may be able to reduce coverage on a daily basis, lower cost, but get a bigger county umbrella but I bet the majority of population and businesses in Irwindale will say no.

    Even Better Question: Of the 60% to 80% that makes up public safety expenditures, how much of this cost is related to:

    1. Pension benefits;
    2. Post-Retirement Medicial Coverage;
    3. Inflated salaries;
    4. “Specialized programs” that are less about putting actual officers out on the beat where they can PREVENT crimes and more about creating “Make Work” positions that are seldom used and that pull resources away from other areas where they have a PREVENTATIVE IMPACT rather than merely be REACTIVE.

    Do the Irwindale residents pay taxes? I thought they were exempt from doing such a thing! Maybe the residents should give up their benefits that they really don’t need and the council should be an example and cut their benefits also. Its just confusing to me that if the residents are really concerned about the budget and the future of “their” city they’d do a little also to help out the situation.

The council must do what is best for the city, not for you. The city will come first. That is why they were voted into office. To look after the tranquility and well being of Irwindale. Irwindale would save money by contracting with the Sheriffs Department in the long run. Remember they will be cut by a eight percent tax. All cities will.

    From Joe the plumber: The City of Irwindale, its citizens, and the city council are for forgetting why they get their free and unheard of resident benefits or “welfare.” Maybe its because the city has always been an industrial city. Yes thats right, the businesses located in Irwindale are the foundation and main tax base for the city to function. The 1400 residents are not. The residents and city council have created a culture of welfare. They have a what about me my great daddys grandfather was a founding father give me welfare attitude toward the city. Yes me Joe the plumber/business owner pay for the quality police service everyone receives. Besides most of the residents don’t even live in the city and get free health benefits, because their related to someone in the city. That sounds like more votes during an election for elected council members. That just sounds kind of dirty and corrupt maybe. I would like to know what exactly my business tax dollars are paying for, which includes the benefits of the residents and city council members. That sounds like a great story for the local press and local watch dog groups. Corruption in Irwindale, no way, can it be.. Maybe a forensic audit of the city’s financial structure and its council members should be done by an independent watch dog group. I bet the skeletons will come out and its not even Halloween yet. Thats a scary thought misappropriation of city funds in a rough and tired economy. Please stop being greedy and stop picking on our beloved officers that the business owner respect and need.

    Irwindale residents don’t even pay even pay for trash and other utilities, up until recently and they still dont pay fair market prices for utilites/sevices with recent city cut backs, wow. The residents pay very little property taxes if any, because the city offers a low income housing plan for selected inbreed residents and founding families relatives, wow. Theres no nepotism in Irwindale, right. Most residents only have a four-hundred dollar house payment for a $500,000.00 to $700,000.00 house. I own a business in Irwindale and I cant buy a house there, because Im an outsider and not related to anyone in the city. Its amazing no one has ever sued the city for housing/race discrimination. Where are the black and white residents? There are none, because the black and white people are not related to anyone, isnt that amazing. Wheres the A.C.L.U. when Americans need them. I guess no one has to go to college to do that math and figure out the corrupt politics of Irwindale. I guess college was not free for residents too. As a business owner I will not have the Los Angeles County Sherriffs Department for police services. Their service is low grade and unacceptable for my business to say the least. I used to have a business in a sheriff contract city. Oh, for concerned residents just ask Compton how many murders the sheriff has prevented in the city after they took over. The murders went down for a brief time and the sheriff put on a massive dog and pony show in Compton. After the initial contract signing and after they stopped paying over time for the deputies/dog and pony show the murder rate went out of control and still is outrageous, do the research people its all public records or the internet is not free in Irwindale too. If you dont know how to use the internet, I recently heard the city offers free computer classes too. Plus no one is talking about more liability for the city of Irwindale. I guess people should read the news paper they might be informed and educated about Sheriff law-suits in their contract cities.

    If the sheriff takes over Irwindale I will move my business and strongly urge other business owners to move to safe cities like Azusa, El Monte, or Baldwin Park. Those police departments provide a top rated service and would be happy to have my tax dollars. Wheres the Irwindale Chamber of Commerce and why do I pay them to represent me if their not supporting the local police and businesses. Probably, because their related to someone in Irwindale. People lets not forget with no businesses in the city equals no welfare/no tax base for residents. Its not rocket science to figure out why theres a deficit.     Residents please remember that the sheriff will low ball the initial city contract, then when the contracts up, they jack-up the new contract rates and own you. The sheriff knows that Irwindale or any other contract city will not be able to afford to start up a police department again. Besides everyone knows Irwindale is not bankrupt. Irwindale has three-million dollars set aside for a library that was promised in a political campaign for its 1400 residents. That money could be used toward the deficit and would balance the budget right now. The problem is that the citizens benefits cost so much there would be a deficit every year and for years to come no matter what the city cuts back on. Everyone in America knows medical insurance always goes up every year not down, but I guess only the people that actually pay for benefits would know that. By reading the blogs by the residents it appears they dont even read anyways, sounds like the library would be a waste especially since theres a very close public county library. Times are changing people and so must Irwindale. I hope a high dollar attorney sues Irwindale for all of its discrimination. It all sounds like bad politics anyway you put it. I only have one more thing to say. Why has the Police Chief of Irwindale not been trying to save his police department and why has the local press not yet contacted him. Plus it would be nice get all sides of the story from the press, besides the City Manager statements.
    Please interview the IPOA for their side of the story and local business owners. This is journalism 101 people, get the facts its all public records.

    I guess the “SYSTEMATIC PROBLEM” would be state wide considering that the IPOA are not anywhere near among the highest paid. I guess all cities are overpending on police salaries since it usually consumes 60 to 70% of most city budgets. To be fair let’s talk about overspending on all city salaries. The Public Works Department is the highest paid in the valley, have we overspent their too? The City Manager, who deserves to be singled out, saw this deficit spending problem ahead (he says) and yet pushed for his 10% raise with vigor, making him one of the highest paid around. Councilmen and Commisioners who recieve an “unheard” of medical benefit for themselves and their families in addition to the typical stipend usually paid for a “voluntary” position. Residents who feel like they should pay for nothing just because they are Residents. Yes, let’s address Irwindale’s OVERSPENDING…ALL OF IT!!!

    Oh yeah….and the police officers have to wear a bullet proof vest to protect the residents and business owners of Irwindale. They respond quickly to danger and not the opposite direction to make sure we are all safe. Remember……times are getting tough in the neighboring cities and crime will/could find its way into Irwindale, unless we do a reality check and support our police department 110% of the time.

    Why don’t the city manager post the amount/percentage of the City’s different department’s (ie: Police / Public Works / Clerical / Resident Benefits / etc…) which is considered public record. I bet you the police department is right around 1/3 of the budget………….. WHERE IS ALL OF THE OTHER MONEY GOING??????????? LETS SEE WHO IS UNFAIR AND NOT PLAYING FAIR!

    If the police department represents 33% of the overall budget that would be TRULY ASTONISHING…in virtually every city in California the police typically repesent no less than 50% of the budget. Still, they always insist to you that they are not a priority.

    The City should open up the budget to scrutiny but what do you want to bet that the Police Department for all their claims of transparency will not be so open?

    To say that you are not demanding a 4% raise but are simply “fulling a contract” is a little like being one of four survivors in a life raft with only an ounce of food between you and saying, “I should not only get my 1/4 share of the remaing food, I should also get a 4% increase (even if it comes at someone elses expense)since after all the cruise line promised me three full meals when I purchased my ticket.”

    IT DEMONSTRATES A TOTAL LACK OF REGARD OR CONCERN FOR THE LARGER CRISIS.

    Irwindale supporter says that Joe the plumber did the research. Where in the recesses of la La land? We as residents pay taxes like everybody else. The City of Irwindale does not have a medical insurance program for every resident. There are people who paid fair market value for their homes. Also there a lot of people who have new homes that don’t have any ties to Irwindale. Joe , even you could be one of those people if you qualified. I suppose you THINK that Irwindale has the various lending institutions in their pocket. You have to qualify in Irwindale, like everwhere else. For you to assume we are all uneducated, shows your ignorance and lack of breeding. Or, just maybe you’re so GREEN with envy that you don’t see the forest for the trees. Yes, I am a member of one the founding families and so proud to be just that. Oh, my husband is not from Irwindale, so there’s no inbreeding here. You insult the very strong and CHRISTIAN values that the same founding fathers instilled in us. You are so misinformed and ignorant that you don’t know fact from fiction.     Irwindale Police should team up with El Monte Police and Baldwin Park Police and help each other out. They can all back each other up when people in these three cities call for help. Never mind that El Monte is broke. They can all help save their jobs in the city that they work in. This would be good for El Monte Police.

    If the Police Unions for Irwindale, Baldwin Park and El Monte REALLY wanted to work together to help their communities they’d forgoe pay increases at least for one year.

    When Irwindale has its next meeting some union goon from Baldwin Park will probably show up and try to scare everyone into thinking that the cops will all to Baldwin Park if you don’t give them what they want.

    When Baldwin Park has its next meeting someone will come from El Monte to say the same thing there.

    When El Monte has its meeting someone from Irwindale will come and tell everyone that all the cops will go to Irwindale.

    Joe the plumber, where do you get your info? As a longtime resident of Irwindale, I would really like to know where there is one home in our fair city worth 500,000 to 700,000. Nowhere but, in your empty head. Also, we pay utilities to S.C.E. The Gas Co, Valley County Water District and Verizon California. We pay property taxes. We don’t get a break on our taxes. But, by golly olly, you got ONE right, up until now we haven’t paid for trash pickup. But we are happy to do so in the not so distant future. The only ones complaining about any benefit we may receive just by being a resident are non-residents. Jealousy is an ugly thing and so are your innuendos about in-breeding and lack of education. The people who make racial comments probably are the biggest racists of all. Before you write another blog get informed so you can write a thought provoking opinion on what you perceive to be the facts.

    Well anonymous, as a resident also, I happen to live in one of those houses that is worth $700,000. I also live next to many other residents who don’t pay a mere fraction of the amount of property taxes that I do because they do get a break, it’s called “subsidized housing” (the way most residents aquired their homes).
    I really don’t think you should try to call someone out on their lack of information when you seem to suffer from the same deficiency. I also think this is a ridiculous forum in which to discuss our dirty laundry!

    Resident, in these economic times you have the gall to say that your home is worth 700,000. In your dreams. In 2007 my home was worth 425,000. now it’s in the low 200,000. You need to check with the L.A. County Acessors office. Your blinders need to come off. Before you make a judgement on Anonymous, make one on yourself. You actually sound as though you don’t even live in Irwindale. Dirty laundry, This is a mere fraction of what it used to be. If you had a history in Irwindale you would know that. Irwindale is not unique in the airing if our dirty laundry.Every city has it, only worse. 700,000, Ha.Ha.Ha.

    Just because you have one of the few in-ground pools in Irwindle, it adds nothing to the value of your home. When you are buying or selling, it’s a clear visual enhancement. Your property taxes go up but, the value of your home doesn’t. I know because I worked for L.A. County for many years. No, I am not a resident.

    If anyone has any common sense we would all realize that the Irwindale PD isn’t going anywhere, anytime soon. This bold yet pathetic move by certain members of the City Council is nothing more than a scare tactic. Get real folks.

    Lets call some facts to the table. Obviously there are many on this blog that are not doing their homework. They believe they know something, but in reality know absolutely nothing. Ok, does everyone know that there are City employees that only work 38 hours per week? Yes, you heard it right, only 38 hours per week and are getting PAID for 40 hours. You might say how can that happen? Well, when you have a large number of employees living in the City and are active voters anything is possible.
    Now follow me for a minute. For the sake of argument well keep it simple and use someone who makeshmmm lets say $20.00 an hour. Now keep in mind this is just a random amount so that a point can be made. If an employee only worked 38 hours and gets paid for 40, they would actually be getting $40.00 of FREE money per week for those extra 2 hours that they dont work. Or you can even say they are not actually making $20.00 an hour, but in reality are making more per hour. This is because when you divide an employees weekly base pay into 38 hours it actually comes up to being more per hour.
    Ok, lets move on. There are 52 weeks in a year. Now multiply that times the $40.00. Ok, you should come up with $1,040.00 per year for each of the employees. Now once again, just for the sake of argument, let say there were 40 employees that made this extra $40.00 per week. On a side note, Im sure many of them are making way more than just $20.00 an hour. Ok, lets get back to it. If you have 40 employees that are making $1,040.00 a year extra the next step would be is to multiply the two. 40 X $1,040.00 would equal$41,600.00. WOW !!! Let me repeat that $41,600.00 of FREE money for all 40 employees per year. Lets go just one step further. Lets multiply the $41,600.00 over 3 years.Are you with me? That would equal $124,800.00 of FREE MONEY !!!
    This practice of giving away FREE money is totally unheard of and not to mention irresponsible. Now remember that was just using $20.00 an hour. Can you imagine what the actual figures would by using the true hourly wages?
    Its quite evident that the City MUST contract with the Sheriff Department, theyre running out of FREE money.

    When the governor decided to take Money from Irwindale then there will be no choice but to bail. There won’t be any money to pay the police and hold on to the cities services. The needs of the community will come first no matter what. The Police are being selfish. They know good and well the state of the economy. El Monte Police thought that they had control. They were wrong. It cost them 17 cut positions. Irwindale is headed down the same path. They will only force the hand of the council to do right by the people that voted them into office. Sheriff is best no matter how you look at it. It’s a win win.

    I totally agree with you. Many of us feel the same way. We want protection around the clock. This police force only thinks about them selves. They have become greedy and self centered. If they are not willing to help out and do the right thing they need to be replaced as soon as it can be legally done. Get rid of the fat lazy donut eaters. They are part of the problem. They put their partners life in jeopardy. They can’t keep up at all. Put them on a diet. Let them patroll on foot. That will help them. No more free bees at city and park events. Get real and become part of the solution not the problem. If not, then bring in the Sheriff’s Department before it is too late for our city. Thank you.

    The Irwindale Police should be released from their contract, effective immediately. They will not get what they want. You can’t rob Peter to give to Paul. City services will get the ax. The Police only care about their needs. They are selfish. We don’t need or want cops with attitude. They are about half the cities operating budget. That is way too much. They take and take. As olng as their needs are met first, they could care less about our needs. The council needs to get rid of them. If they do not the city will go broke. We don’t want the state to take over. But that will happen. We deserve better.

    Why are the police fighting so hard for a 4% pay raise now with the economy the way it is. I lost my job 6 months ago, and refuse to use social services; so I have been working 2 jobs that pay just over minimum wage. It’s hard looking at my children knowing that I am only able to provide the basics right now. My children don’t get to go to Disneyland, the movies, or even the beach, because of our financial situation. I take responsibility for my situation and don’t want make an issue of it since it is temporary, but I find it hard to support the police when they make over 100k plus benefits, including a retirement that pays 90% of their highest paid year. The polic deserve to be paid well, not everyone can do the job. We need to remember that it is a job and the risks they take they do so voluntarily, knowing police work is dangerous. Police work is a job and is service done for pay, similar to any other job.

    I hope the police officers understand they are appreciated, but please face reality. Don’t fight for a pay raise in these economic times. You are not facing pay cuts, you still make over 100k a year, and you are compesanted with overtime(1.5X hourly rate which is probably around $40). I see your police cars parked, often time 3 or 4 together, for long periods of time. I get frustrated knowing that you are making a lot of money just to sit there. I understand you are paid not for what you do, but what you may have to do. It is still frustrating when I am literally on my feet for 15 hours a day feeling underpaid for what I do and then get to see officers taking long breaks, knowing they probably only had to write a couple of reports.

    If you defer now, at least citizens that do support you will be appreciative, and will support additional pay raises in the future. Fighting for this pay raise only leaves us with the impression that you as police officers are greedy and do not appreciate the support from the citizens.

    Please come to reason and foregoe a raise for at least a year. There are people like me that are working hard to support a family on 1/2 of your salary.
