Rio Hondo College trustee Andre Quintero has announced he will not seek another four-year term this fall to the five-person governing board.
Instead, Quintero says, he will run for mayor of El Monte.

See the last item on the list: "Governance". The College accreditation board says poor governance has contributed to putting Rio Hondo College's accreditation in jeopardy.
I hope Slicky Andy won't do for El Monte what his "leadership" has done for Rio Hondo College.

I can't stand Ernie, but I would rather have him for mayor than that creepy Andre Q. Ernie won't forget that the cops turned their backs on him and I think he will turn his back on them. Ernie might embarrass the citizens of El Monte, but Andre will either try and put dissenters in jail or sue them. Ask Tom Biodrowski or Dave Siegrest. They both have had Andre go after them.
Ernie was not only embarrassing el monte but STEALING from it, in addition to the numerous unethical and illegal activities he has DONE. Andre is not the greatest, but he is definitely better than Ernie or any current council member who have made themselves and their friends, family members, and donors VERY RICH at the expense of residents/taxpayers. They are reason why the city is broke! They have kept their stupid and lazy friends on payroll to destroy the city.
As for Tom Biodrowski , he has also $$$ benefit from this council.
What did Ernie steal? What other unethical and illegal activities has he done? What council members have gotten rich or made their families rich? How did they do it? What $$$ benefit did Tom Biodrowski get from this council? I have real problems with people that act like they know something, but don't.
We do know that Quintero promised to bring Rio Hondo off campus classes to the city, but failed. We do know that under Qunitero's reign Rio Hondo is in danger of losing their accreditation. We do know that Quintero's campaign is backed by the El Monte POA. We also know that the POA and fire dept unions are too involved in the city politics and business. We don't need more elected officials in the city that owe favors to any of the employee unions. We have been paying our officers more than we can afford, and that is a big reason why we are in this current financial mess. Quintero, Macias, and Thomas are all police puppets. Don't vote for any of them.
I will not vote for any candidate that is supported by the El Monte Police or Los Angeles County Fire Dept. I will not vote for any employee who is a former city employee. We don't need people elected who serve the employees and not the residents of the city.

The current mayor is an embarrassment, but Andre Quintero has done damage to Rio Hondo College, and I fear worse could happen in El Monte.
By the way...didn't Andre come out and support the mayor during public comments at a city council meeting, after the May 5th Sister city fiasco? Was that before or after he spoke in favor of destroying a natural habitat near Whittier Narrows, so that a building and parking lots could be built to study the animals that were driven out of the area.
I think some of the mail against Andre is from David Siegrist...he is very angry that Quintero beat him in the Rio Hondo race...so take what he says as an opponent....as far as Quintero he is just a puppet of the POA whatever Proposition comes out to give the police more money, they hire this (does he live here..and where? at his mommy's house)him to run the campaign...as far as Wayne Clayton goes, I think it is time he looked after his own home.

Every election year El Monte residents have the misfortune of having their answering machines and mail boxesfilled with nasty political robo-calls and campaign mailers funded by all variety of special interest groups.
I'd like to make a request of you and the public in the hopes of holding candidates and their well-heeled backers accountable for the claims they make.
Can residents forward all robocalls and recordings to the Tribune so that the claims made in those materials can be "facted-checked" (and by fact check I mean whether the statements are true or not).
I would also like you to investigate the groups and persons (e.g. special interest groups, campaign strategists and consultants) who are behind these materials.
I think this will have a very salutary effect on the political process and may cause some people to choose their words carefully when they decide to attack someone.
The rumor around town is that because this year is expected to have a low voter turn-out, the focus will be on high-propensity voters like the elderly. Usually what this means is a lot of robocalls and mailers to Grandpa and Grandma telling them that that they will be KILLED OR MEET SOME HORRIBLE END if they vote for or against one candidate or antoher.
I trust that this paper will do it's best to deflate this kind of senseless hysteria from the campaign.

While you are at it, how about taking a look at Jeff Seymour and the El Monte Elementary School district. Last November the district was crying for another school bond. Now it appears that they are busy building new classrooms at some schools, but closing down other schools. In fact, one of the schools they are closing, is where they built a new parking lot and put in new fences with the last desperately needed school bond.

Who is hiring "Cal Western Polls" to call El Monte citizens? According to the pollster, the city council voted to lay off 35 police officers. Where did that garbage come from? 17 officers got pink slips and I heard a good many of them are back working for El Monte.
By the way...17 officers were let go because Brian Glick refused to take a pay cut.
Don't let the POA buy another election. They will back candidates because they expect to get something in return.

There is a website for one David Steinberg who was apparently the Director of Research for a company named Cal Western Poll in the late 80s and early 90s.
The firm apparently specializes in "research, marketing, and strategy planning for political candidates, elected officials, and both corporate and legal clients." According to the resume the firm also
"analyzed market results for political races, consumer product tests, and jury selection research" and "created customized marketing strategies for major clients."

I must warn whomever commissioned a telephone survey conducted by California Western Poll on Sunday, April 19: DON'T PUT TOO MUCH CONFIDENCE IN THE "RESULTS". The survey questions were long run-on sentences that seemed constructed to confuse the respondent. I had to ask more than one time to have the questions reread . . . and I don't consider myself stupid.
Several of the survey questions were preceded by "what if" conditions that seemed designed to lead to only one reasonable response. That's not a survey. A legitimate survey is not manipulative, and this one clearly was. If you review the present Fall Schedules (Credit Classes & Continuing Ed. Classes) from Rio Hondo C.C., you will find that again (for seven consecutive years), we in El Monte & South El Monte are left out of services.
What do Whittier, Pico Rivera, Santa Fe Springs get from Rio in terms of services: A great deal!
What do we in El Monte & South El Monte get from Rio in terms of services? Nothing!
That's why we need an experienced, true community college product representing El Monte.

Wow.. I can't believe these posts.. or actually, I can. Sour grapes from David Siegrist who lost to Andre Quintero on Rio Hondo School Board years ago. What else is new? We get this every election from Siegrist.

I am a life long resident of El Monte. I met Andre years ago when he was running for Rio Hondo School Board. He is exactly what El Monte needs in a Mayor! He is young, caring, charismatic, a lawyer who values education and the justice system. He's got my vote! GO ANDRE!

We hear it every election from you. He took your seat on Rio Hondo Board years ago and we hear the same smearing about him every election. Enough!
I for one will not forget when you used "RE-ELECT" when you ran again and tried to get your seat back from him. You bashed the incumbent while trying to make people believe that you were the incumbent.
When Andre Quintero joined the board of trustees, Rio Hondo provided off-campus classes here in El Monte. Now the only off campus class is provided by Pasadena City College.
Andre Quintero ran the Measure P campaign for the police department. The measure failed, and he had a senior citizen arrested for stealing a campaign sign.
Andre want to use El Monte city council as a stepping stone to move on in politics. He is nothing more than a puppet for the El Monte POA. I find it interesting that everytime I see Andre's name on a ballot, he has a different employer. Andre, do you have a difficult time keeping a job?
Veronica must be a member of the El Monte Professional Latinos.
You might also want to find out if he has a hard time living under one roof.

He did have charges press against Planning Commissioner Tom Biodrowski.
Those charges where eventually dropped.

What's wrong with a political office being "stepping stone" for higher office? If Andre can prove to be a good Mayor people will have confidence in voting him for higher office IF he chooses to run for higher office in the future.

Presently, the college is faced with a loss of accreditation. Go to riohondo.edu and read the Accreditation Report: It heartily urges the board to be trained in trusteeship and immediately institute of "code of ethics."
Check at www.riohondo.edu; look at the Fall Schedule of off-campus credit classes. You will find none in Mr. Quintero's Trustee Area #1. Rio Vista School doesn't count--it's in PCC's area.
Also, PCC now teaches Poli.Sci 1 at Arroyo.
This is well within Mr. Quintero's area.

P.S.: Mr. Quintero was able to hire a lobbyist for $100k per year for Rio Hondo. What a waste!
Rio Hondo College Board President Quintero is accused of violating the Brown Act. After a closed-session Board meeting, officials are required to report significant actions taken to the audience. Instead of doing this publicly, Quintero huddled around the microphone and reported that the college would be laying off a half-dozen members of the staff, some who have been at the college for over a decade. This was only discovered after someone reviewed the recording of the proceedings. Do we need such a coward as our mayor?
By the way, the firings may lead to significant liability on the part of the college as many of the people being let go had filed grievances for various types of administrative misconduct. This opens the college to charges of retaliation and potential lawsuits. Enjoy Quintero as your mayer; we are sure glad to see him go!

If what you say is true, that would be incredably ironic since Mr. Quintero is a municipal law attorney for the City of Los Angeles.
If a municipal law attorney knows anything, I was once told, he should at the very least know the Brown Act.

Hey Tribune....are you reading this? Wouldn't a little investigation into what "In Need of Respect" wrote make a good news story. I'm sure that both Tribune and Whittier Daily News subscribers would be interested.
Unfortuntely alot of the reporters for this paper only seem to write what gets SPOON FED to them in the form of press releases.
Their idea of reporting is simply to quote someone elses propaganda and allow the propaganda to masquarade as "objective news reporting."
No attempt to question or challenge the claims that are made.
Bookending one bald assertion by one group with another equally bald assertion from another group is not "balanced reporting"....that's lazy reporting.
"Balancing" two statements (one true and one false) without analyzing the truth or content of the statements is poor journalism. A false statement is a false statement and should be treated on an equal plane with a true statement....We'd know that if we had reporters who'd bother to sift fact from fiction.

I do deny being a member of the El Monte Professional Latinos because I am NOT a member. I am caucasian as I've said. Born and raised in El Monte (40 years) to parents who immigrated from Yugoslavia.

Like some sort of revelation that is going to cause everyone to gasp and re-think their votes? Seriously, using that against them makes the author(s) look very Latino-phobic, and that just doesn't sit right in a city that is predominately Latino. If people have a problem with candidates who are part of a club of Latino professionals, then I suggest maybe moving to neighboring Arcadia.. ? San Marino.. ?

1. Of the 56 comments (now 57) only two, apparently posted by the same person, make any issue about the Latino Professional group. So for you to dismiss the 50 plus other comments on the basis of 2 is rhetorically dishonest on your part. One might even say that you are engaging in "reverse-baiting".

Speaking of pensions, that Richard Thomas guy running for treasurer is sure getting a hefty one from what I've read. He does not seem trustworthy or genuine to me. I wonder what his agenda is. I remember reading a letter in the Tribune MONTHS ago from him attacking Velasco. Apparently he was starting his campaign attack extremely early and his campaign seems to be based primarily on attacks against Velasco instead of trying to focus on why he thinks he is qualified.
I do not like the Wallach clique, but I do like Velasco and hope he retains the Treasurer seat. I think with what he has had to work with he's done a great job.

I want DEMOCRATS in the city council seats voting on behalf of us citizens in El Monte. Emily Ishigaki and Juventino Gomez are REPUBLICANS. I am fairly certain that Norma Macias is a Democrat. Given that I am a fan of the Salcedo brothers and Andre Quintero and I believe they are backing her, she's got my vote.
I hate to get into party lines here, but when it comes to elected officials voting on my behalf I prefer that they share my political party.. especially after the mess our country is in thanks to Bush and the Republicans.
I do think that El Monte has hopes of recovering. Give Andre a chance. He grew up in the City. He does seem to care about the community and bringing about changes to get our city back on track. Ernie, on the other hand, seems to care about the community when it's election time (just my opinion). Andre is people-friendly and approachable. Given his experience on the college board and his age, I think he can relate to the youth better than Ernie can and I think that's important.
The Tribune did a nice write up endorsement about Carlos Salcedo for school board a couple of days ago calling Carlos a dynamic teacher who motivates students. I think Andre is similar.
Quintero represented El Monte on the Rio Hondo Board of Trustees. Quintero says he met all his goals as a member of the Rio Hondo board of Trustees. Before he became a member of the board, El Monte had off campus classes held in our city. Since Quintero, the only class being held in El Monte is brought to us by PCC. Now Rio Hondo is in danger of losing their accreditation. Were these Quintero's goals?
I am concerned with electing candidates who are backed by the POA, Fire Dept. Union, and city employees S.E.I.U. If they are backing a candidate,they do so expecting something in return. That is what got this city into the financial trouble it is in.
Quintero, Macias, and Thomas all have the backing of the POA and Unions. Thomas is a retired El Monte police officer and is collecting a pension of over $100,000 a year.
When the cops and the other unions start to put out their "hit" pieces on the candidates that they can't keep in their pockets, make sure those are the folks that get your vote.

I don't know anything about the El Monte candidates, and pretty much all I know about Siegrist is what he posted on this website. But I have two problems with what he's posted:
1. "ABD" is not a degree. It stands for "all but dissertation," but it's just academic shorthand for someone who needs to finish their dissertation. You'd only put it only resume if you're applying for a job that requires a Ph.D. and you're nearing completion on that degree. If you have no intention of finishing the degree, it doesn't make any sense to use it, unless you're trying to confuse people into thinking "ABD" is somehow synonymous with "Ph.D." or "Ed.D."
2. In the normal usages of the term, "re-elect" implies you're the incumbent. If Jerry Brown were to start running commercials in 2009 saying, "Re-elect Governor Brown," people would laugh him out of town. The same would apply to David Siegrist.

He (A NON MILITARY VETERAN) even had the audacity to challenge my service record, as well as my teaching background. Well, Mr. Quintero lost the case and still boasts, "That's the best $4,000 I ever spent...I had you and your son running around like crazy--didn't I?" The need to stay anonymous with critical comments is necessary for most El Monte residents. We all saw the police intimidation that was going on during the measure P compaign. When one senior citizen was arrested for stealing a campaign sign, the cops and police helicopter came out in full force. Andre Quintero could not wait to press charges. Not all of us have relatives that are attorneys, nor can we afford to hire attorneys to protect us from the POA and Quintero. We remain anonymous in our comments. At least the Tribune is giving us a forum in which we can say what is on our mind without going to jail.
Got some POA propaganda in the mail today. What a bunch of garbage. It had a picture of Quintero on it. When did he get so pudgy? Andre...you need to get out and walk the precincts....a brisk walk.

Henry Velasco is the ONLY Republican I have ever voted for and probably will EVER vote for. Besides, he is not on the City Council so he doesn't vote on issues. Other than Mr. Velasco, I would vote the worst Democrat over any Republican any day.

I've heard that he only recently moved here just to run for office. Why would he want the job anyway.. he makes more money with his pension than the average person makes in years. His running for treasurer seems shady to me.
Richard Thomas is retired from the El Monte Police Dept. His pension from the city is over $100,000. He and his buddies in the POA are a big part of the reason why this city is in the financial trouble it is in. Velasco is no ones puppet. The police and fire unions don't own him. Beware of candidates being endorsed and sponsored by the police POA and fire fighters union. Thomas, Macias, Quintero, and Gomez have all been bought and paid for by the employee unions. They will represent the unions who have financed their campaigns, not the good, hard working people of El Monte.
It is very tragic for the city.
These candidates who receive lots of dollars and campaign support from police unions and fire unions have very little choice at the end of the day but to do the bidding of those who have "invested" in them. And make no mistke for these unions this is an "investment" that they EXPECT to get a return on.
How many times have you heard someone tell you about a candidate who was young, fresh-faced and idealistic when the got into politics but changed over time because the SYSTEM simply doesn't reward honesty or independence.
Think about that before you give the police union and the fire union another 4 years to run our city council.
When you vote, think about those candidates who have stood up to the police union and fire union and cast your vote for them. These candidates are the ones who will listen to you.
Like a good illusionist it seems the POA has done an excellent job at slamming Ernie and Art... they want you to vote for Norma, Jay, Andre and Dick... The talk on the strret is no to all above but somehow Juventinos name is clear of mention? Why? So you the voter who in there minds know nothing of whats happened behind the scenes... "J" is the biggest puppet of em all he keeps his nose clean by doing as hes told asking no questions and staying below the radar. I for one am sick! so Andre or Ernie??? tuff one their both horrible but Andre seems like a baby when things dont go his way... Nunez? Gardner? Liam?
My money is is on Gardner and Nunez sorry Liam maybe next time. As far as all others if your in that Latino Coalition ur OUT no respect for any group who every major member is on the ballot.

Andre Quintero for mayor? What a joke! He has surely stuck Rio Hondo College with a whopper. Even though we are facing huge cutbacks in funding and sections are being cut, he renewed the contract of college president, Dr. Martinez, even though there was a year left on his contract. Andre knew he would not be a trustee for long, so decided to reward his buddy with a three-year extension.
Oh, by the way, he gave the president about $200,000 in additional benefits by giving him lifetime medical benefits and buying years of service credit. So, the students are losing classes due to budget cuts, but the president is getting fat off of Mr. Quintero. Take him please. I learned all about this at

If this is true he would not only be committing a crime by taking office in El Monte, he may well be committing a crime right now if he is not living with the Rio Hondo College District.
