   Grand Terrace-based AmPac Tri State Certified Development Co., a certified lender for the U.S. Small Business Administration, has closed a $1.16-million loan for real estate acquisition and tenant improvements in Santa Ana.  The client, a counselor with more than 20 years in business, is the fourth female business owner AmPac has financed in the past year.  AmPac partnered with Promerica Bank, an SBA lender seeking to enhance the financing capacity of Latino entrepreneurs.  Information: (909) 915-1706 or www.tristatecdc.com
