I don't understand what all the confusion is about in how CIF handles these things. Just remember for a rule of thumb this:

Want to play for South Hills?
THAT IS ATHLETICALLY MOTIVATED !

Want to play for anyone else?
NO PROBLEM !

Hope this clears things up!
