Davis' hit

I wondered about Bruce Davis' hit on Arizona QB Willie Tiatuma. It was on the chin and I felt deserved a penalty, but one wasn't called. So I asked a friend of mine who works in Tucson to ask Wildcats coach Mike Stoops about it. My friend said Stoops didn't think it was a cheap shot and did not think it deserved a penalty.
"(Davis) hit him under the chin, tried to get his face underneath him, and he just kind of hit his chin flush," Stoops said. "It wasn’t a direct helmet-to-helmet."

Seemed worthy of a penalty to me. Not nearly as malicious as the hit on BO though.

Let's say Willie still had the ball and it was helmet to helmet. Is that still deserving of a penalty ?

If it's the case where Tuitama was just releasing a pass and it was helmet to helmet. Still a penalty ?

I can't seem to recall penalties being cited to defensive players when they put on a hard hit on a runningback. So, it can't be always the case where helmet to helmet contact causes a flag to be thrown.

The point being is that Willie had just enough time to get the pass off while Bruce Davis was form tackling him the way they teach you from Pop Warner up. And their helmets might have made contact.

And how about Willie landing hard on the ground ? What effect did that have on his concussion or the effects of his prior hits to the head and not being able to continue. Probably a lot. He shouldn't have been playing behind that offensive line. They did him no favors.

Helmet to helmet hits are illegal, and carry a 15-yard penalty.

If you watch it, it was a perfect form tackle. Just because his helmet happens to collide doesn't mean its a penatly. He did not try to use his helmet as a weapon so it was a good no call. Lombard's call was a bad call!
