Upland City Council quiet about police report

UPLAND - Legal concerns are keeping the City Council from publicly reacting to the Upland police report describing an altercation between City Manager Robb Quincey and an ex-fiancee.

Council members said they have not been at liberty to discuss Quincey's employment with the city since they placed him on paid leave of absence on Jan. 4.

On Tuesday, they said they could not comment on the police report for fear of litigation.

"If we misspeak on the facts of the issue and are incorrect or say something that is damaging to someone personally, then the city would be looking at a very expensive lawsuit," Councilman Ken Willis said.

"We really are trying to do this in such a way as not to provoke legal action, which will financially hurt the city."

Mr. Willis needs to be concerned about some TRANSPARANCY in Upland city government. The damages he speaks of that expose the City to liability have already been committed by a multitude of elected and appointed officials (who by-the-way all need to be terminated, resign, or recalled). Mr. Willis you are either part of the problem or you need to become part of the solution!

It slaves me that this suspected criminal, Quincey, is still on the payroll with the City. The mere appearance of impropriety coupled with his effort to conspire with the police chief to "obstruct justice" by making a DOMESTIC VIOLENCE type crime report disappear should be grounds for immediate dismissal and forfeiture of his position and all benefits. In fact the police chief initially "made the crime report disappear" until the FBI made inquiry. So Chief Adams cannot be trusted either.
