A: Yes. There is a delicate dance for USC right now with 15 February scholarships and trying to squeeze the most out of it. So even if someone commits now, there might be a change by signing date.
I saw a list of the offers USC has made, and what I don’t understand is if someone accepts and commits, is it binding on the school to give the scholy?
