I'd say substantially.
The Sanchez haters around here -- a shameful, pathetic bunch -- are most likely gonna have much to weep and gnash their teeth about for the next several months.
Until next fall. When Sanchez starts winning.

Huh? What the heck does this even mean? Does "feeling his way through those passes" mean that he gives it some thought? No idea what this means or why it's even important that someone is strong enough for hash-to-hash throws. I always thought accuracy and feel were more important for a QB than distance...

If you read Wolf's article in full, you'll see that Sarkisian was comparing Sanchez's arm strength to Carson Palmer.
Is this high praise? Probably.
Does Sanchez also have accuracy and touch/feel, in spades?
