That said, most of my memories of kickers on kickoffs is how they get run over as the last line of defense. So we don't need fast kickers unless the center snaps the ball awry and the kicker has to go after it quickly.

Because even though they're kickers, they still like to compete with the rest of the team. Athletes, even kickers, tend to be pretty competitive, so it's not surprising that they would want to be timed in the 40 yd dash.
To answer the second part of your question: it's USC football related. That's kind of why people read this blog.
