USC offered a scholarship to Anthony Barr, a junior tailback from Loyola High School in Los Angeles. He could be the top tailback in the state next season. And his father and uncle were Notre Dame tailbacks, so right now it is considered a long shot he will go somewhere else.

What does this mean? Does it mean 'right now he is considered a long shot (to commit to USC)'? Or does it mean 'it's a long shot that he'll commit to somewhere else (i.e. he's a lock to commit to USC)'?
Because of the ND family history reference, I can only assume that you mean that it is a long shot that USC will sign him.
Can you clarify?
