Should USC be concerned that it only defeated Arizona 20-3 and 20-13 the past two seasons? Or does it simply mean the Wildcats cannot get to the level needed to pull off an upset?

No. The offense is moving at a different level and balance this time.
The 20-3 game was only game #3 under Booty and all the skill position guys were new.
The 20-13 game last year was Sanchez first time starting, and first time really playing. He looked significantly more comfortable in the second half last year.

Couple that with recent "success" (Arizona still lost these close games) such as Arizona has had, then it is a recipe for potential disaster. Or potential excitement, depending on how you look at it.
